I. QUESTION FOR A LEVY
Shall Deschutes County levy $835,237.00 outside the constitutional limita-
tion for County operations during 1980-81?
PURPOSE
This levy is to provide partial funding for maintaining operation of all Coun-
ty Departments and functions.
EXPLANATION
This levy would provide partial funding for all County agencies during the
1980-81 fiscal year. It would furnish 73% of the proposed County Library
budget; 55% of the proposed budget for disposal of solid waste within
Deschutes County; and 3% of the proposed General Fund budget for all
other County functions. As required by State statute contained within HB
2540 passed by the 1979 Legislature, the total levy request is submitted
in two ballot questions.
If this measure is approved, $835,237.00 of the taxes YES 8 M>
levied will be financed partially by the State of Ore-
qon, which will result in an estimated tax rate of
$1.08 per $1,000 of true cash value, exclusive of NO 9
levies for bond principal and interest and serial levies
for capital construction.
2. QUESTION FOR LEVY
Shall Deschutes County levy $2,234,495.00 outside the constitutional limita-
tion for County operations during 1980-81?
PURPOSE
This levy is to provide partial funding for maintaining operation of all
County Departments and functions.
EXPLANATION
This levy would provide partial funding for all County agencies during the
1980-81 fiscal year. It would furnish 270/. of the proposed County Library
budget; 450/0 of the proposed budget for disposal of solid waste within
Deschutes County; and 300/. of the proposed General Fund budget for all

5. Shall the Black Butte Ranch Rural Fire Protection District be authorized a
$292,224 special property tax levy for 1980-81 outside constitutional limits?
PURPOSE
The purpose of this special levy is to finance the operating and maintenance
expenses for the District for the fiscal year 1980-81.
EXPLANATION
The District currently has no tax base, and requires voter approval for a one
year special levy to finance the operating and main-
tenance expenses for the District. The requested YES 83
levy exceeds the constitutional 6 percent limitation
of Article XI, Section I I of the Oregon Constitution
by the sum of $292,224. NO 84
If this measure is approved, $292,224 of the taxes
levied will be financed partially by the State of Oregon which will result in
an estimated rate of $3.48 per $1,000 of true cash value exclusive of levies
for bond principal and interest and serial levies for capital construction.
ONE YEAR SPECIAL LEVY ELECTION
6. Shall the Black Butte Ranch Rural Fire Protection District be authorized a
$57,776 special property tax levy for 1980-81 outside constitutional limits?
PURPOSE
The purpose of this special levy is to finance the operating and maintenance
expenses for the District for the fiscal year 1980-81.
EXPLANATION
The District currently has no tax base, and requires voter approval for a one
year special levy to finance the operating and maintenance expenses for the
District. The requested levy exceeds the constitutional 6 percent limitation
of Article XI, Section I I of the Oregon Constitution by the sum of$57,776.
If this measure is approved, $57,776 of the taxes levied will be totally fi-
nanced by local taxpayers without any partial state
payment.
The Board of Directors of the District estimates that YES 93
