TAXES
Question: Shall gasoline, vehicle taxes be used for highways only, not policing, except
recreational vehicle taxes also for parks, recreation areas?
Purpose: Proposed constitutional amendment would change present limits on use of
gasoline and vehicle taxes and fees. These taxes are now available for highways, in-
cluding their policing, and for parks and recreational and historic places. Change
would limit tax use solely to highways, including rest areas but
not policing. However, taxes on recreational vehicles could

Question: Shall constitution authorize laws allowing off-premises liquor service by
food-serving licensees, and licenses for additional passenger common carriers?
Purpose: Constitution now limits passenger common carrier liquor-by-the-drink licenses
to railroads; requires commercial liquor licensees to cook and serve food where liquor
is served. Proposed amendment would authorize laws permitting liquor licenses for
other passenger common carriers (bus, airlines); and allowing commercial liquor licen-
sees cooking and serving food to also serve liquor by the drink
at another location where food is not cooked and served, sub-

3. STATE BONDS FOR SMALL SCALE LOCAL ENERGY PROJECT LOAN FUND
Question: Shall state sell bonds, backed by credit of state, for loan fund for small
scale local energy projects?
Purpose: Constitutional amendment would authorize state to sell bonds, backed by
state credit, up to one-half of one percent of value of taxable property in Oregon, to
create a loan fund to finance small scale local energy projects. All loans from fund
must be secured. If loan repayments are not enough to repay debt, measure requires
annual levy on property in Oregon, or other funds made available by legislature, to
repay bond principal and interest.
ESTIMATE OF FINANCIAL EFFECTS: Based on the Department of Revenue's certi-
fied statement of Oregon's 1979 taxable property this constitutional amendment would
establish a maximum bonding limitation of $295.1 million to provide for the Small
Scale Local Energy Project Program.

4. VETERANS' HOME AND FARM LOAN ELIGIBILITY CHANGES
Question: Shall home and farm loan eligibility requirements be made the same for all
veterans?
Purpose: Proposed constitutional amendment standardizes veterans' home and farm
loan eligibility requirements. Requirements are: 210 days active duty, or earlier re-
lease for service-connected disability; any service between September, 1940 and Dec-
ember, 1976: honorable discharge or separation to reserve; and Oregon residence at
enlistment or for five years after separation from active duty,
and at loan application. Eligibility expires 30 years after sep-
aration, or January 31, 1985 if later, extending already expired YES 120

Question: Shall tax reduction program adopted in 1979 be continued after 19807
Purpose: Approval of this measure would allow continuation of the following tax reduc-
tion program after 1980:
(1) Limit on property assessment increases to a statewide average of five percent by
class.
(2) Reduction of the property taxes on owner-occupied principal residences. Equiv-
alent relief to renters.
(3) Reduction of personal income tax.
(4) Increased tax relief under Homeowner and Renter Relief Program (HARRP).

ESTIMATE OF FINANCIAL EFFECTS: Passage of this measure will establish both an
expenditure limitation and an ongoing tax relief program that will have the following
effect in fiscal year 1982: it will reduce personal income tax revenues by $80.0 mil-

ments for homeowners and renters; it will increase Homeowner

Question: Shall Special Road District Number I be authorized to establish a fax base
of $100,000.00 beginning in Fiscal Year 1980-817
Purpose: The district currently has no fax base (Oregon Constitution, Article XI, Sec-
tion I I). If approved, the amount levied in Fiscal Year 1980-81 will be $29,536.00
which will not exceed $2.50 per thousand of assessed valuation. These funds are nec-
essary to defray the expense of maintaining and improving the roads within the dis-
trict. Special Road Districts are limited by law to a maximum tax rate of $2.50 per
thousand of assessed valuation.
Explanation: The proposed tax base, to become effective in Fiscal Year 1980-81, will
allow the district to continue maintaining and improving the roads within the
district, without the expense of annual elections, while still limiting the dis-
trict to a maximum annual levy as prescribed by law. The assessed valuation of the
district, as existing in 1979-80, is less than 12 million dollars, and this valuation must
total 40 million dollars before the district would be allowed to levy an amount equal
to the proposed fax base of $100,000.00. Under current law, in Fiscal Year 1980-81,

engines, the District needs to levy $349,639 including I0°/, for uncollected taxes. The
Legislature will participate under its formula in $204,486 as part of its tax reduction

not participate. The maximum levy rate would be $1.21 per $1000 true cash value. If
this measure is approved, $145,150 of taxes levied will be totally financed by local tax-
payers without any partial state payment.

51. ESTABLISHING A NEW TAX BASE
Question: Shall a new tax base of $70,000 be established for the City of Sisters to
become effective in the 1980-81 fiscal year?
Purpose: Establishing a tax base authorized by Article XI, Section 11, Oregon Consti-
tution to permit operation of City affairs within limitation contained therein. A six
percent increase is allowed in future fiscal years without voter approval. Tax base to
become effective during fiscal year 1980-81. The existing tax base is $17,106; the
proposed fax base is $70,000. A new fax base will allow the
City to continue to provide the Police, Fire-Ambulance, and
Dispatching services without cu+back. 232 YES

year there is a special levy of $30,000 for one year only. The 233 NO
proposed fax base is $70,000. If approved, the proposed fax
base amount (when levied) will be partially financed by the
