2. ONE YEAR PROPERTY TAX LEVY
Shall the City of Bend be authorized to levy $640,134 outside the tax base for financ-
ing City of Bend's operations during 1980-81?
The additional funds beyond the six percent limitation are required to maintain exist-
ing levels of services (because of inflationary increases in costs of materials and ser-
vices) and improve police and fire protection and traffic conditions.
If this measure is approved, $640,134 of the taxes levied will be financed partially by
the State of Oregon.
Bend's fax levy for 1980-81 (including bond payments and 13 YES
terest) will be approximately $4.358 per $1,000 of assessed va-
luation if this measure passes. This compares with last year's
levy of $4.03 for Redmond, $5.98 for Klamath Falls, $4.78 for 14 NO
LaGrande, $5.14 for Pendleton and $7.10 for Salem. The aver-
age levy for 30 Oregon cities over 10,000 population last year
was $4.544.

Shall RFASRD be authorized to establish a tax levy of $4,462.— beginning in Fiscal
Year 1980-81?
The District has no fax levy for road maintenance. If approved, the amount levied in
Fiscal Year 1980-81 will be $4,462.— or $2.50 per thousand of assessed valuation as
limited by law. Assessed valuation of the District is $1,785,015.— as determined by
the County Assessors Office in April, 1980. These funds will defray the expense of
maintaining the roads within the District and 1.1 miles of Forest

4. APPROVAL OF "A" LEVY FOR DESCHUTES COUNTY EDUCATION SERVICE DISTRICT
Question: Shall the Deschutes County Education Service District levy $21,425 outside
Oregon Constitutional limitation for District operation during fiscal year 1980-81?
Purpose: The amount of this levy is necessary for compliance with ORS 334.263 and
339.040 which require the District to complete a comprehensive educational survey of
the county and to provide attendance services to local school districts of less than
1,000 average daily membership.
Explanation: The Oregon Legislature has mandated all Educa-
ion Service Districts to complete a plan in cooperation with 25 YES
local school districts to determine the most effective way to de-
liver education services to students of the county. This levy will
finance that plan. It will also provide attendance services as re-
quired by law. If this measure is approved $21,425 of the tax
levied will be partially financed by the State of Oregon which
will result in an estimated tax rate of$.01 per$1,000 true cash value.
S. APPROVAL OF "B" LEVY FOR DESCHUTES COUNTY EDUCATION SERVICE DISTRICT
Question: Shall the Deschutes County Education Service District levy $130,817.00 out-
side the Oregon Constitutional limitation for district operations during fiscal year
1980-81?
Purpose: The amount of this levy will be used to upgrade aid to school districts of the
county in the area of special education.
Explanation: The levy will fund two certificated special education positions and sup-
port items necessary to upgrade delivery of services to the county children. Services
will be supplementary to local districts but will provide the most economical way to
aid smaller districts to comply with the education of the handicapped law. If this
measure is approved $130,817 of the taxes levied will be totally
financed by local taxpayers without any partial state payment 32 YES
which will result in an estimated tax rate of $.07/$1,000 true
cash value.

6. INCREASE IN COUNTY TRANSIENT ROOM TAX
Should Deschutes County Ordinance 203.3 be amended to raise the existing transient
room fax from 5 percent to 6 percent?
The present County transient room tax raises approximately $300,000 annually for the
General Fund. The increase would bring this sum to approxi-
mately $360,000. The fax is levied on rentals of tourist lodgings
outside of cities, including resorts, condominiums, hotels, trailer 38 YES
parks and motels. The increased rate is needed to promote
tourism and pay for public services to persons the County gen-
erally does not tax otherwise. The tax shifts these costs away 39 NO

CENTRAL OREGON DISTRICT HOSPITAL DISTRICT
8. SERIAL LEVY TO CONTINUE PRESENT AMBULANCE SERVICE
Shall the Central Oregon District Hospital levy taxes of $136,078.00 annually for two
consecutive years beginning July 1, 1980, for ambulance service.
The proceeds of the levy shall be expended only to provide funds under the terms of a
two-year old contract so the Fire Departments may continue to provide ambulance
service to the Redmond area at its present level of operation. The total tax levy for
the two years is $272,156.00. The estimated maximum levy rate will be $0.55 per thou-
sand dollars of true cash value of taxable property for fiscal
year 1980-81, based on January, 1979 property values. This levy
is outside the limitation of Article XI, Section 11, of the Oregon 52 YES
Constitution.
If this measure is approved, the $272,156.00 of taxes levied will
be totally financed by local taxpayers without any partial state 53 NO
payments.
CENTRAL OREGON PARK AND RECREATION DISTRICT
9. OPERATIONAL TAX LEVY FOR CENTRAL OREGON PARK AND RECREATION DISTRICT
"Shall the Central Oregon Park and Recreation District levy $285,000 outside Oregon
Constitutional limitation for district operation during 1980-817"
If approved, the district would levy $285,000 as an operational
tax levy for the 1980-81 fiscal year. No previous tax base or op- 56 YES
erational tax levy has been established by the voters. The esti-
mated tax rate in dollars and cents per thousand dollars of true
cash value is $1.16, exclusive of levies for bond principal and in- 57 NO
terest. The proposed operational tax levy would be used to
meet operating, maintenance and capital expenses of the dis-
trict. The District will be required to hold annual operational fax levy elections. The
proposed operational tax levy will provide 100% of the 1980-81 fiscal year tax funds
only. This measure will establish $285,000 as the operational fax levy for 1980-81 fiscal
year. If this measure is approved, $285,00 of taxes levied will be totally financed by
local taxpayers without any partial state payment.

10. A BALLOT— PART OF OPERATING LEVY EXCEEDING 6%,
Shall the District be authorized to levy$204,486.00 as the portion of its operating bud-
get in which the State will participate?
The proposed levy for operation of the District during the fiscal year beginning July I,
1980, is $312,786.00, including 10% for uncollected taxes. The formula established by
the 1979 Legislature determines that the State will participate in $204,486.00 of the
total operational levy. The total operational levy would provide the same services as
last year. In providing those services, it will require the District to pay the entire sal-
ary of one fireman whose salary was paid mostly by CETA last year and rebuild two
truck engines to insure their continued availability when needed. The maximum levy if
the State were not to participate would be $1.70 per$1000 true cash value, but if the
State participates in 30°/, of the budget, it would be $1.19 per$1000 true cash value,
based upon January, 1979 property values. If this measure is approved, $204,486.00 of
the taxes levied will be financed partially by the State of Oregon.

In order to provide the same services as last year and rebuild two truck engines, the
District needs to levy $312,786, including 10% for uncollected taxes. The Legislature
will participate under its formula in $204,486 as part of its fax reduction program. The
amount represented on this ballot is the portion in which the State will not participate.
The maximum levy rate would be $0.90 per$1000 true cash value, based upon January,
1979, property values. If this measure is approved, then $108,300 of taxes levied will
be totally financed by the local taxpayers without any partial
State payment.
