QUESTION FOR A LEVY: Shall Deschutes County levy $835,237.00 outside the constitutional limitation for County operations during 1980- 81? PURPOSE: This levy is to provide funding for reinstating some of the services which have been curtailed because of budget cuts. EXPLANATION: If the levy is approved, 60% of the revenues will be distributed among the County Library, County Sheriff and County As- sessor. The remaining 40% will be distributed to other General Fund departments. If this measure is approved, the entire levy will be financed partially by the State of Oregon, which results in an estimated tax rate of$1.08 per $1,000 of true cash value, exclusive of levies for bond principal and interest and serial levies for capital construction. 8 YES 9 NO Central Oregon Community College District BUDGET LEVY—PARTIALLY STATE FINANCED 2. Question: Shall Central Oregon Community College District be au- thorized to levy $2,810,366.00 in property taxes for 1980-81 outside the constitutional limits? PURPOSE: Central Oregon Community College has no tax base, thus requiring voter approval for a tax levy necessary to finance, along with state, federal and other funds, the operation of the College. Proceeds of this levy will be used to provide educational programs in all coun- ties of the College District. EXPLANATION: Central Oregon Community College District, oper- ating in Crook, Deschutes, Jefferson, Klamath, Lake, and Wasco Coun- ties, offers vocational, lower division transfer classes, and adult educa- tion classes to approximately 8,500 individual students each year. These programs are financed by approximately 30 percent state aid, 10 per- cent student tuition, 49 percent property taxes, and I I percent from miscellaneous sources. If this measure is approved, $2,810,366.00 of the taxes levied will be financed partially by the State of Oregon. This amount will result in an estimated rate of $1.18 per $1,000 of true cash val- ue, exclusive of levies for bond principal and interest. 19 YES 1* 20 NO W* 2 SPECIAL DISTRICT ELECTION BALLOT Deschutes County, Oregon NO. QUESTION: Shall the District levy $3,271,925 as the portion of its op- erating budget in which the state will participate? PURPOSE: This ballot includes funds for the general operation of the district on a maintenance of current program basis. 26 YES 27 NO Administrative School District No. I B BALLOT—REMAINDER OF OPERATING LEVY EXCEEDING 6% 4. QUESTION: Shall the District levy the remaining $600,000 of its op- erating levy in which the state will not participate? PURPOSE: This ballot includes funds for two reading teachers, a truant officer, improving writing instruction, one additional school day, neces- sary roofing, field trips, the Outdoor School Program, two high school counselors, materials for advanced students, high school competitive swimming, junior high school soccer, and other instructional programs, student activities, and support services. 36 YES 37 NO 3 SPECIAL DISTRICT ELECTION BALLOT CARD Deschutes County, Oregon NO. Tuesday, September 16, 1980 Deschutes County Rural Fire Protection District No. I B BALLOT—REMAINDER OF OPERATIONAL LEVY EXCEEDING 6% 5. QUESTION: Shall the District be authorized to levy $92,358 in order to maintain its present level of operations? PURPOSE: This ballot amount reflects reductions in the levy previously submitted to the voters of $6160 51 YES more money carried forward than anticipated and $8,333 in salary and cost of employment of a Terre- bonne fireman for the first 5 months of the fiscal 52 NO year. In other respects it is similar to the previous ballot. The best estimate of present value of the District now available would yield a maximum levy rate for approved "A" Ballot of $1.02 per $1000 true cash value. This "B" Ballot would yield a maximum levy rate of $0.66 for a total levy rate of $1.68 for rural fire protection. (Last year's ballot projected a levy of $1.88 but the actual rate was $1.49). This budget introduces no new services from last year except to rebuild two truck engines which are thirty years old. If this measure is approv- ed, $92,358 of taxes levied will be totally financed by local taxpayers without any partial state payment. 4 SPECIAL DISTRICT ELECTION BALLOT CARD Deschutes County, Oregon NO. Tuesday, September 16, 1980 Central Oregon Park and Recreation District 6. OPERATIONAL TAX LEVY FOR CENTRAL OREGON PARK & REC- REATION DISTRICT QUESTION: Shall the Central Oregon Park and Recreation District levy $106,800 outside Oregon Constitutional limita- tion for District operation during 1980-81? 62 YES PURPOSE: If approved, the District would levy $106,800 as an operational tax levy for the 1980-81 63 NO fiscal year. No previous tax base or operational tax levy has been established by the voters. The estimat- ed tax rate in dollars and cents per thousand dollars of true cash value is $0.43, exclusive of levies for bond principal and interest. The propos- ed operational tax levy would be used to meet operating, maintenance and capital expenses of the District. EXPLANATION: The District will be required to hold annual opera- tional tax levy elections. This proposed operational tax levy will provide for the complete operation of the Cascade Swim Center for the 1980- 81 fiscal year only. This measure will establish $106,800 as the opera- tional tax levy for this portion of the District budget for the 1980-81 fiscal year. If this measure is approved, $106,800 of taxes levied will be financed partially by the State of Oregon. Central Oregon Park and Recreation District 7. OPERATIONAL TAX LEVY FOR CENTRAL OREGON PARK AND RECREATION DISTRICT QUESTION: Shall the Central Oregon Park and Recreation District levy $84,750 outside Oregon Constitutional limita- tion for District operation during 1980-81? PURPOSE: If approved, the District would levy $84,- 72 YES 750 as an operational tax levy for the 1980-81 fiscal year. No previous tax base or operational levy has been established by the voters. The estimated tax 73 NO rate in dollars and cents per thousand dollars of true cash value is $0.34 exclusive of levies for bond principal and interest. The proposed operational tax levy would be used to meet operating, raintenance and capital expenses of the District. EXPLANATION: The District will be required to hold annual opera- tional fax levy elections. This proposed operational tax levy will provide for the Administrative Staff and Recreational Programs of the District for the 1980-81 fiscal year only. This measure will establish $84,750 as the operational tax levy for this portion of the District budget for 1980- 81 fiscal year. If this measure is approved, $84,750 of taxes levied will be financed partially by the State of Oregon.
