TAX LEVY OUTSIDE THE CONSTITUTIONAL SIX PERCENT LIMITATION
PROPOSAL
I. Shall the Board of County Commissioners of Deschutes County be au-
thorized to levy annually for a period of three years beginning with the
1979-80 fiscal year, a tax at the rate of 73c per $1,000 TCV, a rate
which is expected to raise the following amounts:
1979-80 $1,005,854
1980-81 $1,447,77
1981-82 $1,849,368
Said tax levy is beyond the Constitutional six percent limitation, impos-
ed by Article X1, Section 11, of the Constitution of the State of Ore-
gon.
EXPLANATION OF THE BALLOT QUESTION:
The approximate $4,302,499 raised over the next three years is expect-
ed to support approximately 60% of the operations budgets for: Sher-
iff, Corrections/Jail, Emergency Services and Search and Rescue. The
remainder of the law enforcement budget will be made up of General
Fund revenues. Levy monies will only be used by the Deschutes County
Sheriff's Department. The levy is needed to allow the Sheriff's Depart-
ment to provide services which would be equal to the State average of
1.14 officers per 1,000 population. The Department currently has .75
officers per 1,000 population. Without the levy, the Department will
have .63 officers per 1,000 population.

CITY OF BEND
ONE YEAR PROPERTY TAX LEVY
2. Should taxes levied beyond the six percent limitation for the City of
Bend's operating budget for 1979-80 be increased by $585,805?
Purpose:
The additional funds beyond the six percent limitation are required to
maintain existing levels of services (because of inflationary increases in
costs for materials and services) and improve police and fire protection
and traffic conditions.
If this measure is approved, the operating budget to be financed by
local taxes for the tax year 1979-80 will be $622,914 greater than the
operating budget financed by local taxes for the preceding year.
Bend's tax levy for 1979-80 (including bond payments and interest) will
be approximately $4.01 per $1,000 of assessed valuation if this mea-
sure passes. This compares with last year's levy of $4.40 for Redmond,
$6.83 for Klamath Falls, $4.86 for The Dalles, $4.91 for Pendleton and
$7.67 for Salem. The average levy for 30 Oregon cities over 10,000
population last year was $4.84.

3. Shall Administrative School District No. I contract general obligation
bonded indebtedness of $17,177,350 to construct and equip one ele-
mentary school, a LaPine high school, LaPine and Bend bus facilities, a
warehouse, remodel old Cascade for offices, construct additions to
Jewell and Juniper Schools and LaPine Core Facility, repair and ex-
pand Bend and Mountain View High Schools and expand Mountain
View site; providing for payment within 20 years with remaining funds
used to retire bonded indebtedness.

AUTHORIZATION TO EXCEED THE 6% LIMITATION
4. Shall Sisters School District No. 6 be authorized to exceed the six per
cent(6%) limitation by the sum of$639,100 to fund the budget for the
1979-1980 Fiscal Year? Inflation and increased enrollment require an
increased budgeted amount.
Budget increases are necessary because of the inflationary economy
and the exceptional growth in the number of district students.
If this measure is approved, that portion of the operating budget to be
financed by local taxes for 1979-1980 will be $126,379 less than that
portion of the operating budget financed by local taxes for the pre-
ceding year.

CITY OF SISTERS
TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION
PROPOSAL
5. Shall the City of Sisters be authorized to levy a tax of $56,144 for the
fiscal year beginning July I, 1979, which levy would be $39,038 over
the limitations imposed by the Oregon Constitution. Said amount to
be used for salaries for one police officer and three dispatchers.
EXPLANATION
If this measure is approved, the operating budget to be financed by
local taxes for the tax year 1979-80 will be $41,291 greater than the
operating budget financed by local taxes for the current year. If ap-
proved, the 1979-80 levy will result in an estimated
maximum rate of $3.95 per thousand dollars of true YES 75
cash value of taxable property.
