DESCHUTES COUNTY TAX LEVY
OUTSIDE THE CONSTITUTIONAL SIX PERCENT LIMITATION
PROPOSAL
I. Shall the Board of County Commissioners of Deschutes County be au-
thorized to levy in the 1979-80 fiscal year only, a tax at the rate of 51 0
per $1,000 TCV, a rate which is expected to raise $771,801.00?
Said tax levy is beyond the Constitutional six percent limitation, impos-
ed by Article XI, Section 11, of the Constitution of the State of Ore-
gon.
If this measure is approved, the operating budget to be financed by
local taxes for the tax year 1979-80 will be $826,556.83 greater than
the operating budget financed by local taxes the preceding year.
EXPLANATION OF THE BALLOT QUESTION
The approximate $771,801.00 will be used to provide additional sup-
port for the following departments:
Assessor, County Clerk, Planning Department, Build- YES 9 W*
ing Maintenance, District Court, Sheriff Corrections,
Juvenile Department, Sheriff's Department, Home NO 10
Health, Watermaster, Commissioners, Extension Ser-
vice, Surveyor, and Other County Contributions. The additional funds
will be used to support the funding of additional personnel and mater-
ials and services in order to meet the increased demands.

2. Should taxes levied beyond the six percent limitation for the City of
Bend's operating budget for 1979-1980 be increased by $477,336?
Purpose:
The additional funds beyond the six percent limitation are required to
maintain existing levels of services (because of inflationary increases in
costs for materials and services) and improve police and fire protection
and traffic conditions.
If this measure is approved, the operating budget to be financed by
local taxes for the fax year 1979-1980 will be $514,445 greater than the
operating budget financed by local taxes for the preceding year.
Bend's tax levy for 1979-1980 (including bond payments and interest)
will be approximately $3.73 per $1,000 of assessed valuation if this
measure passes. This compares with last year's levy of $4.40 for Red-
mond, $6.83 for Klamath Falls, $4.86 for The Dalles, $4.91 for Pendle-
ton and $7.67 for Salem. The average levy for 30 Oregon cities over
10,000 population last year was $4.84.

3. ENACTING AMENDMENT TO THE CITY OF SISTERS CHARTER:
An Act providing for amendment to the Charter for City of Sisters,
containing authorization for construction and equipping of a Fire Sta-
tion and for issuance and sale of general obligation bonds not exceed-
ing $550,000.00 with a maximum maturity of 25 years for construction
and equipping of such Fire Station.
