Shall Administrative School District No. 1, Deschutes County, levy $1,445,849 outside the constitutional limitation for the fiscal year 1979-80? EXPLANATION OF THE BALLOT QUESTION Without the approval of the voters the school board has authority to levy only the tax base of the district, which is $8,327,125.00. This sum, together with available non-tax revenue, is insufficient to provide an education program adequate to meet the needs of the children of the district. If this measure is approved, the operating budget to be financed by local taxes for the year 1979-80 will be $2,739,240 greater than the 1978-79 operating budget. Shall Sisters School District #6 levy $560,269 outside Oregon Consti- tutional limitation for district operation during 1979-80 year. EXPLANATION Budget increases are necessary because of the inflationary economy and the exceptional growth in the number of district students. If this measure is approved, that portion of the operating budget to be fi- nanced by local taxes for the 1979-80 school year will be $205,210 less than that portion of the operating budget financed by local taxes for the preceding year. Shall City of Sisters levy $30,000 tax outside Oregon's constitutional limitation for City operation during fiscal 1979-80? EXPLANATION If measure is approved, funds will be used for salaries and fringe bene- fits for one police officer and two dispatchers for nine months and for radio equipment. If approved, 1979-80 total fax levy (including that within 6% limitation) for City of Sisters operating budget will result in an estimated maximum rate of $2.95 per thousand dollars of true cash value of taxable property.
