Shall the City of Sisters repeal the debt limit provisions contained in Section 41 in Chapter X of the Charter of the City of Sisters enacted on March 7, 1967. EXPLANATION The debt limit provision of Section 41 of the City Charter provides that the city's voluntary floating indebtedness shall not exceed $5,000. This provision prevents the city from purchasing necessary real property in excess of $5,- 000 for public facilities on a long term contract. If this mea- sure is approved the city would be able to purchase property 149 YES in excess of $5,000 by contract or other method paying for such purchase over a period of time out of the operating bud- get of the city.
