3. HOUSING FOR LOW INCOME ELDERLY—Purpose: Authorizes gen-
eral obligation bonds to finance multifamily housing for low income
elderly. Such bonds to be issued in amounts not to exceed one-half of
one percent of true cash value of taxable property in
Oregon. 119 YES
ESTIMATE OF FINANCIAL EFFECTS: Based on an
estimate of Oregon's 1978 taxable property this con-
stitutional amendment would establish a maximum
bonding limitation of $221.2 million to provide for
Housing of Low Income Elderly Fund.
4. DOMESTIC WATER FUND CREATED—Purpose: Amends state con-
stitution to permit bonded indebtedness up to one-half percent true
cash value of property in the state. Funds raised from such bonds to be
used by state to acquire local government obligations issued to pay for
public water systems. Bonds will be repaid by local governments using
the Fund, or by replacement revenue provided by the Legislature.
Bonds guaranteed by statewide ad valorem tax in case of default. En-
abling legislation required.
ESTIMATE OF FINANCIAL EFFECTS: Based on an estimate of Ore-
gon's 1978 taxable property this constitutional amendment would es-
tablish a maximum bonding limitation of $221.2 million to provide for
the Domestic Water Fund.

5. HIGHWAY REPAIR PRIORITY, GAS TAX INCREASE—Purpose: Re-
quires highway user revenues available for highway construction and
maintenance to be used first for maintenance, reconstruction, rehabili-
tation and modernization under Six Year Highway Improvement Plan
before any new highway construction, except 1-205 completion. Limits
amount of revenues useable for parks, footpaths, bicycle trails, state
police. Increases state motor vehicle fuel fax from 7c to 9c per gallon.
Diesel log truck alternative fees increased. Increases weight mile and
flat fee taxes for some commercial vehicles.
ESTIMATE OF FINANCIAL EFFECTS: Passage of

This District was established in 1962 to provide edu-
cational facilities and opportunities to residents within its boundaries.
The District has no tax base, and that requires the District to obtain
voter approval each year for its operating budget.
Voters of the District authorized a property tax in the amount of $1,-
825,978 for the 1977-78 fiscal year. The tax base, if authorized, would
become effective for the fiscal year beginning July I, 1978. If approv-
ed, the proposed tax base would provide the local share of the funds to
support the programs of Central Oregon Community College during
the 1978-79 fiscal year. Fifty-nine percent of the funds come from stu-
dent tuition and state and federal sources and not from local taxes.

The District has no tax base, and that requires the District to obtain
voter approval each year for its operating budget.
Voters of the District authorized a property tax in the amount of $1,-
825,978 for the 1977-78 fiscal year. The fax base, if authorized, would
become effective for the fiscal year beginning July I, 1978. If approv-
ed, the proposed fax base would provide the local share of the funds to
support the programs of Central Oregon Community College during
the 1978-79 fiscal year. Fifty-nine percent of the funds come from stu-
dent tuition and state and federal sources and not from local taxes.
CITY OF SISTERS
REPEAL OF DEBT LIMITATION
PROPOSAL
51. Shall the City of Sisters repeal the debt limit provisions contained in Section 41 in
Chapter X of the Charter of the City of Sisters enacted on March 7, 1967.
EXPLANATION
The debt limit provision of Section 41 of the City Charter provides that the city's
voluntary floating indebtedness shall not exceed $5,000. This provision prevents the
city from purchasing necessary real property in excess of $5,-
000 for public facilities on a long term contract. If this mea-
sure is approved the city would be able to purchase property 149 YES
in excess of $5,000 by contract or other method paying for
such purchase over a period of time out of the operating bud-
