sum of $2,855,824 outside the limitation set forth in Section II, Article
XI of the Oregon Constitution?
EXPLANATION OF THE BALLOT QUESTION
Without the approval of the voters the school board has authority to
levy only the tax base of the district, which is $7,855,778. This sum, to-
gether with available non-tax revenue, is insufficient to provide an edu-
cation program adequate to meet the needs of the children of the
district.
If this measure is approved, the operating budget to be financed by
local taxes for the year 1978-79 will be $2,696,188
greater than the operating budget financed by local
taxes for the preceding year. YES 9

2. Shall the District be authorized to levy a tax of $300,000.00 for the
fiscal year beginning July I, 1978, which levy would be $224,700.00
over the)imi#aitoins imposed by the Oregon Constitution. Said amount
o enable the District to operate and contract for fire protection with
the City of Bend for 1978-79 and to complete'the new fire substation
in the District south of Bend:
If this measure is approved, the operating budget to be financed by
local taxes for the tax year 1978-79 will be the-same as the operating
budget financed by local;taxes for the current.year. if approved, the
1978-79 levy will result in an estimated maximum rate of $1.22 per
'thousand dollars of true cash value of taxable property. For the cur-
rent year the rate is $1.44 per thousand dollars of true cash value of
taxable-property.

3. Shall the Deschutes County Rural Fire Protection District No. I be
authorized to levy taxes in the amount of $159,989 over the amount
limited by the Oregon Constitution for the operation of said district
during the fiscal year 1978-79? The maximum levy rate is estimated at
$1.87 per thousand dollars of true cash value for the entire levy inside
and outside the constitutional limitation.
EXPLANATION TO THE BALLOT QUESTION
The above amount is in addition to a levy of$14,050,
its tax base, which is authorized by the Oregon Con- YES 27
stitution for the 1978-79 fiscal year for the operation
of the district. The district will not levy any other
taxes besides those described herein. The total levy NO 28
necessary to operate this district for the fiscal year
1978-79 is $174,039.00, which amount would require a levy rate of
$1.87 per one thousand dollars of true cash value of taxable property
within the district based upon the best present estimate of the Des-
chutes County Assessor. Last year's actual levy rate was $1.96.
CENTRAL OREGON DISTRICT HOSPITAL
SERIAL LEVY TO PROVIDE AMBULANCE SERVICES
4. Shall the Central Oregon District Hospital, a Health District in Des-
chutes County, in order to provide funds for providing ambulance ser-
vice for the Central Oregon District Hospital, make a special levy,
which levy shall be outside the limitation imposed by Article XI, Section
11, of the Oregon Constitution, beginning with the fiscal year com-
mencing July 1, 1978, in the amount of$91,567.00 annually for a period
of two consecutive years for a total levy of $183,-

5. Shall Sisters School District No. 6 be authorized to exceed the Six Per-
cent (6%) Limitation by the sum of $832,777.00 to fund the budget for
the 1978-1979 Fiscal Year. Inflation and increased enrollment require
an increased budget.
