BUDGET LEVY EXCEEDING SIX PERCENT LIMITATION
PROPOSAL
I. Shall the District be authorized to exceed the 6 percent limitation by the sum
of$1,883,632 to fund the budget for the District for the fiscal year 1977-78?
Said amount is to be used for operating and maintenance expenses for the
College District.
EXPLANATION OF THE BALLOT QUESTION
Central Oregon Community College District has no tax base, thus requiring
voter approval for a tax levy necessary to finance, in part, the operating of
the College.
The Board calculates that the rate per one thousand dollars of assessed valu-
ation will be$1.43.
If this measure is approved, the operating budget to be financed by local
taxes for the tax year 1977-78 will be $273,364 greater than the operating
budget financed by local taxes for the preceding year.

TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION
PROPOSAL
2. Shall Special Road District Unit 6, Deschutes County, Oregon be
authorized to levy for the fiscal year 1977-78 the sum of $3,080,
to fund the budget. for the District. Said amount to be used for
defraying expenses for the establishment, equipment, and maintence
of the District.
If this measure is approved, the operating budget to be financed
by local taxes for the tax year 1977-78 will be '$3,080 greater
than the operating budget financed by local taxes for the preceding
year, because this is the first budget.
The District has no tax base, therefore any tax to be levied by the
District must be approved by the voters.

members of the Black Butte Ranch Rural Fire Protection
District Board of Directors. The five persons receiving
the highest number of votes shall be elected as members
of the District Board. Pursuant to ORS 478.210 the
elected board members shall determine the length of term
