Five members of the five-man Board of Directors of the Bend Metropolitan Park
and Recreation District are to be elected for positions I, 2, 3, 4 and 5. A majority
of such members elected shall serve for a term of four years and a minority of
such members shall serve for a term of two years. Determination of which elected
directors shall serve for four-year terms and which elected directors shall serve
two-year terms shall be determined by the number of votes cast for each elected
candidate. The three highest candidates shall serve four-year terms. Those re-
ceiving the next two highest numbers of votes shall serve two year terms.

TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION
PROPOSED BY RESOLUTION OF THE BOARD OF DIRECTORS
b. Shall the District be authorized to levy a tax of $300,000 for the fiscal year
beginning July Ist, 1977, which levy would be $229,000 over the limitations
imposed by the Oregon Constitution. Said amount to enable the District to
operate and to contract for fire protection with the City of Bend for 1977-78
and to establish and equip a fire substation in the District south of Bend.
If this measure is approved, the operating budget to be financed by local
taxes for the tax year 1977-78 will be $125,000 greater than the operating
budget financed by local taxes for the current year. If approved, the 1977-
78 levy will result in an estimated maximum rate of $1.35 per thousand dollars
of true cash value of taxable property.

the operating budget financed by local taxes for the preceding year.
The District has no tax base; therefore, any tax to be levied by the
School Board must be approved by the voters.
