This sum, together with available non-tax revenue, is insufficient to provide an education program adequate to meet the needs of the children of the district. If this measure is approved, the operating budget to be financed by local taxes for the year 1977-78 will be $759,832.31 greater than the operating budget fi- nanced by local taxes for the preceding year. Shall the Deschutes County Rural Fire Protection District No. 1 be authorized to levy taxes in the amount of $120,684.26 over the amount limited by the Oregon Constitution for the operatio6 of said District during the fiscal year 1977-78? EXPLANATION TO THE BALLOT QUESTION The above amount is in addition to a levy of$13,254.74 which is author- ized by the Oregon Constitution for the 1977-78 fiscal year for the oper- ation of the District.The District will not levy any other taxes other than those described herein. The total levy necessary to operate the said District for the fiscal year 1977-78 is $133,939.00 which amount would require a levy rate of$1.94 per one thousand dollars of true cash value of taxable property in said District based upon the current value of the District as estimated by the Deschutes County Assesor. Shall the district be authorized to exceed the six percent limitation by the sum of $113,140.00 to fund the budget for the District for the fiscal year 1977-78? Said amount is to be used for operating and main- tenance expenses for the Rural Fire Protection District. EXPLANATION OF THE BALLOT QUESTION Black Butte Ranch Rural Fire Protection District has no tax base, thus requiring voter approval for a tax levy necessary to finance, in part, the operating of the District. The Board calculates that the rate per one thousand dollars of assessed valuation will be$3.48.
