STEPS OUTLINED HERE
I. Using both hands, insert your ballot card into the slot in the VOTO-
MATIC. Insert your ballot card as far as it will go, positioning the
two holes over the red pins on the voting device. Turn to the first
ballot page.
2. Using the voting stylus, record your vote by punching the hole indi-
cated by the arrow next to your voting selection.
3. Lift your ballot from the red pins and remove it from the voting
device. To maintain ballot secrecy after voting, fold the long write-
in stub over the front part of your voted card. DO NOT DETACH
ANY PART OF YOUR BALLOT CARD.
4. IF YOU WRONGLY PUNCH, TEAR OR DEFACE YOUR BALLOT
CARD, RETURN IT TO THE ELECTION BOARD CLERK AND OB-
TAIN ANOTHER.

I. WATER DEVELOPMENT LOAN FUND CREATED—Purpose: Propos-
ed constitutional amendment permits state bonded indebtedness, lim-
ited to one and one half percent true cash value of property in state,
to create Water Development Fund. Fund would finance loans for
irrigation and drainage projects and water development projects. Se-
cured repayment required. Bonds to be repaid by loan repayments,
or, if repayments inadequate, by ad valorem tax levied on all taxable
property, or by supplementary or replacement revenue provided by
Legislature. Enabling legislation required.
ESTIMATE OF FINANCIAL EFFECTS: Based on an estimate of Ore-
gon's 1978 taxable property this constitutional amendment would es-
tablish a maximum bonding limitation of $658.5 million to provide for
the Water Development Fund.

2. DEVELOPMENT OF NONNUCLEAR NATURAL ENERGY RE-
SOURCES—Purpose: Repeals Oregon Constitution Article XI-D, Sec-
tion 3. Creates constitutional provision requiring legislature to provide
for management, conservation and development of nonnuclear natural
energy resources. Authorizes state funding for public, private utilities
or agencies for development or conservation thereof. Utilities and
agencies operating in Oregon have priority in funds allocated and
energy developed. Authorizes state debt and bonding not exceeding
one percent true cash value of all taxable property in state to fund
these provisions.
ESTIMATE OF FINANCIAL EFFECTS: Based on an estimate of Ore-
gon's 1978 taxable property, this act would establish a maximum bond-
ing limitation of $439 million to provide for the Energy Conservation
and Production Fund.

The ballot which you have received is actually a data processing card especially
prepared for recording your vote. Do not mark, fold or punch the ballot card
except as outlined in these instructions. Your "Ballot Pack" consists of:

TO VOTE:
Note the long write-in stub attached to the top of the ballot card. To maintain
ballot secrecy after voting, fold this stub over the front of your voted ballot card.
DO NOT DETACH. Check over the paper ballot listing the measures. To the
right of each YES/NO response to the measures is a number corresponding to a
number on the ballot card. Using the punching device provided, punch out the
small "black dot" on the ballot card above the number that corresponds to the
number of your selection on the ballot page. Punch with sufficient force to be
certain that the "black dot" is completely punched out of the ballot card.
IMPORTANT:
Before you place any material in Return Envelope: Service voters may subscribe
to the oath before any person authorized by the Armed Services, Merchant Ma-
rine, federal or state law to administer oaths. Other absent voters sign the en-
velope in the space provided.
After you have finished voting, fold the long write-in stub over the front of the
voted ballot card. DO NOT DETACH. Place the voted ballot into the return
envelope and mail. Your ballot must be received by the County Clerk not later
than 8 P.M. on election day.
NOTE:
ORS 253.120(2) states that "No elector shall vote or attempt to vote in person
and also by means of an absent voter's ballot."
