If this measure is approved, the total operating budget will be $611,386.00
greater than the operating budget for the preceding year.
The District has no tax base, therefore any tax to be levied by the School
Board must be approved by the voters.

2. Shall Deschutes County be authorized to exceed the six percent limitation impos-
ed by Article XI, Section 11, of the Oregon Constitution by the sum of $404,-
312.00 in the fiscal year beginning July I, 1976? These funds are to provide for
the maintenance of County offices and for County Services and obligations for
a period of one year.
The maximum rate of levy shall be fifty eight cents (58c) per thousand dollars of
true cash value of taxable property.

3. Shall the Board of Directors of Administrative School District No. I, Deschutes
County, be authorized to levy for the fiscal year 1976-77 the sum of $7,258,-
821.85 outside the limitation set forth in Section II, Article XI of the Oregon
Constitution?
EXPLANATION OF THE BALLOT QUESTION
Without the approval of the voters the school board has authority to levy only
the tax base of the district, which is $913,057.79. This sum, together with avail-
able non-tax revenue, is insufficient to provide an education program adequate
to meet the needs of the children of the district.
If this measure is approved, the operating budget to be financed by local taxes
for the year 1976-77 will be $762,250.48 greater than the operating budget
financed by local taxes for the preceding year.
