PROPOSAL
Shall the Board of Directors of the CENTRAL OREGON COMMUNITY COLLEGE
DISTRICT be authorized to levy for the fiscal year 1975-76 the sum of $1,429,666
outside the limitation set forth in Section II, Article XI of the Oregon Constitution?
EXPLANATION OF THE BALLOT QUESTION
3. If this measure is approved the operating budget to be financed by local taxes
for the year 1975-1976 will be $261,283 greater than the operating budget financed
by local taxes for the preceding year.
The rate of levy deemed necessary to produce the required funds for 1975-1976 is
estimated at $1.34 per thousand dollars of true cash value of taxable property
within the district. The rate of levy approved last year for the 1974-75 operating
budget was $1.28.
The tax levy election is necessary because Central Oregon Community College
does not have a tax base. The sum listed above represents the total amount of
Central Oregon Community College District tax funds needed for operation.

BUDGET LEVY EXCEEDING 6% LIMITATION
PROPOSAL
4. Shall the District be authorized to levy a tax of$141,000 for the fiscal year
beginning July 1, 1975, which levy would be $78,000 over the limitations
imposed by the Oregon Constitution? Said amount to enable the District
to contract for fire protection with the City of Bend for 1975-76 and to
establish and partially equip a fire substation in the Tumalo community.
EXPLANATION TO THE BALLOT QUESTION
The levy in the District for the current year is $110,000, which is $53,000
over the 6% limitation, and which resulted in a tax of$1.08 per thousand
dollars of true cash value of taxable property. If this measure is ap-
proved, the operating budget to be financed by local taxes for the tax
year 1975-76 will be $31,000 greater than the operating budget financed
by local taxes for the current year.If approved,the 1975-76 levy will result
in an estimated maximum rate of$1.27 per thousand dollars of true cash
value of taxable property.

2. Shall the Board of Directors of School District No. 1, Deschutes
County, be authorized to levy for the fiscal year 1975-1976 the
sum of $7,445,652.08 outside the limitation set forth in Section II,
Article XI of the Oregon Constitution?
EXPLANATION OF THE BALLOT QUESTION
Without the approval of the voters the school board has authority
to levy only the tax base of the district, which is $861,375.27. This
sum together with available non-tax revenue, is insufficient to
provide an education program adequate to meet the needs of the
children of this district.
If this measure is approved, the operating budget to be financed by
local taxes for the year 1975-1976 will be $1,808,280.82 greater
than the operating budget financed by local taxes for the preceding
year. The minimum rate is estimated at$21.04 per thousand dollars
of true cash value.
