Shall Deschutes County be authorized to exceed the six percent
limitation imposed by Article XI, Section II, of the Oregon Con-
stitution, by the sum of $404,312.00 in the fiscal year beginning
July 1, 1975? These funds are to provide for the maintenance of
County offices and for County services and obligations.
The maximum rate of levy shall be sixty seven cents (67¢) per
thousand dollars of true cash value of taxable property.

2. SUBMITTED BY DESCHUTES COUNTY TO PERMIT A LEVY
BY DESCHUTES COUNTY FOR THE FINANCING OF OPERA-
TION OF REFUSE DISPOSAL SITES IN DESCHUTES COUNTY.
Shall Deschutes County, in order to provide funds for the disposal
of solid waste in Deschutes County, make a special levy, which levy
will be outside the limitation imposed by Article XI, Section II, of
the Oregon Constitution, beginning in the fiscal year beginning July
1, 1975, in the amount of $159,500.00, for a period of one year?
The maximum rate of levy shall be 27 cents per thousand dollars of
true cash value of taxable property per year. Such funds are to be
expended for the upgrading and continued maintenance of the
public solid waste disposal sites in Deschutes County.

3. Shall the Board of Directors of School District No. 1, Deschutes
County, be authorized to levy for the fiscal year 1975-1976 the
sum of $6,548,253.89 outside the limitation set forth in Section
II, Article XI of the Oregon Constitution?
EXPLANATION OF THE BALLOT QUESTION
Without the approval of the voters the school board has authority
to levy only the tax base of the district, which is $861,375.27. This
sum together with available non-tax revenue, is insufficient to
provide an education program adequate to meet the needs of the
children of the district.
If this measure is approved, the operating budget to be financed by
local taxes for the year 1975-1976 will be $1,091,525.62 greater
than the operating budget financed by local taxes for the preceding
year.

Oregon, be authorized to levy for the fiscal year 1975-76 the sum of
$3,075,028.00 outside the limitation set forth in Section 11, Article XI of
the Oregon Constitution?
EXPLANATION OF THE BALLOT QUESTION
If this measure is approved, the total operating budget will be $445,458.00
(10.65%) greater than the operating budget for the preceding year.
The District has no tax base, therefore any tax to be levied by the School
Board must be approved by the voters.
