On December 5, 1995,a Vote-by-Mail special election will allow
O Democratic and Republican voters to nominate candidates to fill a
O U.S. Senate vacancy. On January 30, 1996,the two successful
nominees--and qualified independent and minor party candidates
--will compete in a second Vote-by-Mail election in which all
registered voters can participate.
