BALLOT TITLE
9-20 UPDATES AND RESTATES THE CITY OF SISTERS
CHARTER
QUESTION: Shall the 2003 Sisters City Charter be
adopted?
SUMMARY:The proposed charter updates,renumbers and
restates the Sisters City Charter that was approved by the
voters in 1967.It corrects certain deficiencies in the present
charter and brings the charter into conformity with state
law.The proposed charter will enable the city government
to discharge its duties and responsibilities in a more effi-
cient manner by clarifying several provisions.The proposed
charter eliminates outdated provisions and updates cer-
tain terminology.It amends provisions relating to the func-
tions of the mayor and councilors and the filing of council
vacancies.It also adds a section setting out the duties of
the City Manager.
EXPLANATORY STATEMENT
The proposed charter updates, renumbers and restates the
Sisters City Charter that was approved by the voters in 1967.It
corrects certain deficiencies in the present charter and brings
the charter into conformity with state law.The proposed char-
ter will enable the city government to discharge its duties and
responsibilities in a more efficient manner by clarifying several
provisions. The proposed charter eliminates outdated provi-
sions and updates certain terminology. For example, the city
boundary legal description is eliminated and language is added
requiring the city's custodian of records to keep an accurate,
current description of the boundaries as they are modified from
time to time by voters.Gender specific terminology(i.e."coun-
cilman")is changed to gender neutral terminology(i.e."coun-
cilor".) Language pertaining to nominations for city office and
the conduct of city elections is modified to comply with current
state law governing municipal elections.The proposed charter
amends provisions relating to the functions of the mayor and
councilors and the filing of council vacancies.Specifically,the
proposed charter specifies the mayor shall be a voting mem-
ber of the council.The current charter allows the mayor to vote
only to break a tie.The proposed charter clarifies what consti-
tutes a vacancy on the council and the procedure for filling
vacancies.The proposed charter also adds a section setting
out the duties of the City Manager. These duties, under the
title of City Administrator,are currently provided for by city or-
dinance.Finally,the proposed charter eliminates provision re-
lating to previously issued debt that has been paid(i.e. 1967
water bond and 1979 fire station bond.) Recently approved
charter amendments relating to systems development charges
are retained in the proposed charter.A new effective date of
November 5,2003 is established.

PANORAMIC ACCESS SPECIAL ROAD DISTRICT
Measure No. 9-21
BALLOT TITLE
9-21 LOCAL OPTION TAX FOR ROAD IMPROVEMENT
QUESTION: Shall district levy taxes of$3.03 per$1000.00
of assessed value for up to twenty-five years beginning
2004-2005? This measure may cause property taxes to
increase more than 3%.
SUMMARY:This measure may be passed only at an elec-
tion with at least a 50%voter turnout.
The Board of Directors for Panoramic Access Special Road
District has voted to place this measure on the ballot in
order to create additional revenue for the purpose of pav-
ing the roads within the district.The estimated cost to pave
the roads is$555,500.00.The Board has voted to finance
the paving project by securing a loan from the Oregon Eco-
nomic and Development Department. The additional tax
assessment is necessary to pay back the road construc-
tion loan and will be limited solely to that purpose.
EXPLANATORY STATEMENT
This proposed twenty-five year assessment of taxes would be
in addition to the current permanent rate of$1.18 per$1000 of
assessed value.The road district was established in May of
1985.This proposed Local Option Tax will not change the sta-
tus of the Panoramic Road District.There has been no request
for additional tax revenue since formation of the district.With
expected population growth and subsequent increased usage
the Board of Directors has voted to place this measure on the
ballot in order to secure additional revenue for the purpose of
funding the paving of all the roads in the district.The cost of
this project is estimated to be$555,500.00.The project would
be completed in the spring/summer of 2004.
The tax revenue from this measure would allow Panoramic
Special Road District to secure a low interest loan from the
Oregon Economic and Community Development Department
to pay for the construction costs.The district is an eligible ap-
plicant for funding from the Special Public Works Fund pursu-
ant to ORS 285B.410. Payments will be made annually and
will begin on December 1 st of the year that the project is com-
pleted.The additional tax assessment will begin with the tax
years 2004-2005 and will be limited solely to the purpose of
paying back the road construction loan.
