If the Bonds are ap- proved,they will be payable from taxes on prop- erty or property ownership that are not subject to - the limits of sections 11 and 11 b,Article XI of the Oregon Constitution. SUMMARY:This measure may be passed only at - an election with at least a 50 percent voter turn- out. The Bonds would finance the costs of capital - construction and capital improvements,including, but not limited to,providing funds to: •Acquire property for new school construction; - • Construct,equip and furnish one new elemen- tary school and one new middle school; • Advance refund the District's outstanding - 40 - $3,075,000 Lease-Purchase Agreement dated as of December 1,1999. The proceeds of such financing were used to purchase land for - 41 - schools,modular units and pay for certain capi- talized interest;and - 42 . * Pay bond issuance costs. Upon completion of any of the above listed pur- poses,the District may use any remaining bond - 430 proceeds-for any capital project. The District serves six ma or communities:Alfalfa, Crooked River Ranch, �agle Crest, Redmond, Terrebonne, and Tumalo. It is one of Oregon's fastest growing districts of 5,000 students and - larger. "Overcrowded"is listed as the District's most se- rious problem by residents in a recent commu- nity survey. The Bonds would help prepare for projected student growth for five years. - Any series of Bonds will mature in 21 years or less.
