I have been privileged to serve on the Deschutes Public Library
District board since its formation in 1998. Since that time the
district has developed into a dynamic library system with superb
service to county residents.
Here are some of the achievements:
• All five branch libraries are now open 7 days a week,
including evening hours.
• Over 300,000 items including books, CDs, videos, and
DVDs are available to residents anywhere in the county.
• In 1999,the total number of items checked out in the five
branch libraries totaled 700,000;last year there were over
1.6 million circulations!
• A state-of-the-art webpage provides access to electronic
databases with thousands of full-text magazine articles
that can be printed out at home. Items from any branch
library can be requested online from home and collected
at a branch of one's choice. "Live"reference service is
also available online.
• Each of the branch libraries offers quality programs for
adults,children,and teens on a regular basis.
With completion of the new Sisters library in October 2005,four
of the five branches will have been either newly constructed
or remodeled within the last 5 years.These improvements,as
with all others, have been accomplished without requesting
additional revenue from the voters. Instead, the board and
management have committed to a policy of"Growth pays for
Growth"—meaning that revenue generated by growth in the
community has been used to pay for additional demands in
service brought on by that growth.
Promises made to voters in 1998 have been kept and today
we can all take great pride in our library system.As re-elected
board member, I will continue to advocate for efficiency and
excellence in library service.

The proposed rate will raise approximately$260,000 in
2005-06; $276,000 in 2006-07; $292,200 in 2007-08;
$308,600 in 2008-09;$324,200 in 2009-10. On a$300,000
home the assessment would be$8.75 a month or$105.00
a year.
EXPLANATORY STATEMENT
WHAT:The Sisters Organization for Activities and Recreation
District(SOAR District) is proposing a Local Option tax mea-
sure to help preserve programs,add new programs and help
develop new facilities.The Local Option funds would be used
to continue and expand such programs as after school tutoring,
to increase the availability of art and cultural programs, and
wilderness programs,to expand the pre-school classes,and
to help us expand our efforts to reduce drug and alcohol use
among Sisters teens by providing more positive options,such
as the Cabana Teen Club.
A portion of the Local Option funds will be used to help
SOAR keep up with facility needs in the community.A Seniors
Activity Center,an additional classroom/meeting room,audito-
rium/gymnasium and skate park equipment are all part of our
future capital construction needs.
WHY:Sisters is one of the most rapidly growing communities in
Oregon and the SOAR District needs to develop both programs
and facilities that will meet the demands created by this growth.
Funding from state and federal grants that have helped the
SOAR District provide many of our programs have disappeared
because of budget cuts.Combine this with the fact that private
grantors do not support ongoing programs.They want to help
start programs,but they do not want to help continue programs,
creating a major funding problem.
HOW MUCH: It is estimated that the Local Option measure
will raise in excess of$260,000 each year in a five year period
for Sisters Organization for Activities and Recreation District.
The revenue from the local option will be allocated with$.24

Breakfast. This property is currently zoned Exclusive Farm
Use(EFU). Upon annexation the Light Industrial(LI)Zone
would be applied to the property.
A map of the proposed annexation area will accompany 4
ballots.
EXPLANATORY STATEMENT
Approval of this measure would give voter consent to extend
the Sisters city limits to include the northern 4.3 acres of Tax
Lot 15-10-04-1109.The property is currently located just outside
the city limits.The property is located north of Barclay Drive
adjacent to the Conklin's Guest House property.

The Sisters City Charter requires voter approval of all annexa-
tions.Voter approval of this measure would provide authoriza-
tion to annex the property into the City of Sisters. Before an-
nexation could occur,the property would also need to receive
approval through a separate land use planning process for
inclusion in the Sisters Urban Growth Boundary.That process
would require one or more hearings and planning approval in page a 9-11
accordance with state land use planning laws and the City and p g
County Comprehensive Plans.
Upon annexation,city zoning would be applied to the property for larger version of map

Approval of Annexation Ballot Measure Supports
Orderly Development In Sisters
Annexation of this 4.3-acre parcel would support orderly
development in Sisters and provide for local control,for
the following reasons:
• The property is an "island", surrounded on three
sides by commercial and industrial property al-
ready inside the city limits and on the fourth side by
Conklin's Guest House, approved by city voters for
annexation in 1998. Annexing this property therefore
would include more land inside the city,but without
resulting in urban sprawl.
• The property is now zoned for farm use,but it has not
been farmed in years. The property is un-irrigated
and it will not support profitable agriculture. Farm
use of the property would not be compatible with
the urban commercial and industrial uses likely to
develop on surrounding properties.
• The property can easily be connected to city sewer
and water because city sewer and water lines are
already adjacent to the property. Also,including the
property inside the City could allow the city to extend
urban services through the property, if appropriate,
in order to serve the surrounding industrial property
in an orderly manner.
• Including the property in the city would allow land
use permitting decisions for the property to made by
the City of Sisters in a City land use process. Land
use decisions for the property are now be made by
county planners in a County land use process.
• The property would be proposed for City light
industrial or commercial zoning, which would be
consistent with zoning on surrounding properties.
This would allow the property to be planned and
developed in conjunction with the surrounding
properties.
• Subsequent rezoning of the property would occur
in a separate planning process, allowing for public
involvement.
• Annexing the property would add to the City's tax
base.
Support orderly development in Sisters. Vote `yes" to
authorize annexing this property into the Sisters city
limits.

I have been privileged to serve on the Deschutes Public Library
District board since its formation in 1998. Since that time the
district has developed into a dynamic library system with superb
service to county residents.
Here are some of the achievements:
• All five branch libraries are now open 7 days a week,
including evening hours.
• Over 300,000 items including books, CDs, videos, and
DVDs are available to residents anywhere in the county.
• In 1999,the total number of items checked out in the five
branch libraries totaled 700,000;last year there were over
1.6 million circulations!
• A state-of-the-art webpage provides access to electronic
databases with thousands of full-text magazine articles
that can be printed out at home. Items from any branch
library can be requested online from home and collected
at a branch of one's choice. "Live"reference service is
also available online.
• Each of the branch libraries offers quality programs for
adults,children,and teens on a regular basis.
With completion of the new Sisters library in October 2005,four
of the five branches will have been either newly constructed
or remodeled within the last 5 years.These improvements,as
with all others, have been accomplished without requesting
additional revenue from the voters. Instead, the board and
management have committed to a policy of"Growth pays for
Growth"—meaning that revenue generated by growth in the
community has been used to pay for additional demands in
service brought on by that growth.
Promises made to voters in 1998 have been kept and today
we can all take great pride in our library system.As re-elected
board member, I will continue to advocate for efficiency and
excellence in library service.

I am running for a position on the LaPine Rural Fire District
Board. Presently the LaPine Rural Fire District Board consists
of members with fire experience only. Our district firefighters
responds to medical assistance calls in a ratio of 10 to 1 over
fire related calls. We need a person on the board that can ad-
dress the department's medical concerns and needs they face
everyday in our community. I believe my experience with all
aspects of our population's medical needs, direct experience
with emergency medicine and transport,and a long history in
the medical field will be a direct benefit to the board,fire staff,
and community.
I am asking for your support to balance the fireboard and assure
your medical needs are addressed.
