COUNCIL MEMBERS PRESENT: Tory Allman (left at 7:43 a.m.)—Joe Centanni (left at 7:53 a.m.)— George Endicott—Camden King—Ginny McPherson—Ed Onimus—Jay Patrick(left at 7:25 a.m.) COMMISSIONERS PRESENT: Tammy Baney—Tony DeBone—Alan Unger STAFF PRESENT: Interim City Manager Sharon Harris—Airport Director Kim Dickie—Police Chief Dave Tarbet—Public Works Director Bill Duerden—City Recorder Kelly Morse—Community Development Director Heather Richards OTHERS PRESENT: Interim Deschutes County Administrator Tom Anderson, Deputy Deschutes County Administrator Eric Kropp, Deschutes County Public Works Director Chris Doty, Deschutes County Land Use Planner Peter Gutowsky MEDIA PRESENT: None Mayor Endicott called the workshop to order at 6:05 a.m. CENTRAL OREGON PUBLIC WORKS PARTNERSHIP INTERGOVERNMENTAL AGREEMENT DISCUSSION Deschutes County Public Works Director Chris Doty presented the Central Oregon Public Works Partnership's proposed Intergovernmental Agreement(IGA)for equipment and sales. The purpose behind the multi-agency IGA is to encourage partnership and enable collaboration between all public works agencies and entities within the Central Oregon, and possibly Eastern Oregon, region. The IGA will allow for the sharing of equipment, resources, materials, and personnel. Mr. Doty noted that the intent of the IGA is not to displace work that is historically put out for bid. To date, the City of Bend and Deschutes County have agreed to the IGA; Deschutes County will administer the program. Discussion took place on items such as employee certification and equipment usage, insurance coverage, responsibility for misuse or broken equipment and ideas for cost savings. REGIONAL LARGE LOT INDUSTRIAL PROJECT UPDATE Deschutes County Land Use Planner Peter Gutowsky provided an update to the Council regarding the status of the Regional Large Lot Industrial Land program. After addressing an appeal by 1000 Friends of Oregon, a settlement was reached with the Department of Land Conservation Development whereby the Land Conservation and Development Commission adopted rules specific to the Central Oregon region. The Deschutes County Board of Commissioners conducted the necessary public hearings and adopted policies, findings and analysis into their Comprehensive Plan. Jefferson and Crook counties now have the opportunity to adopt a similar plan amendment. Mr. Gutowsky stated that the Regional Economic Opportunity Analysis has been refined into the Central Oregon Large Lot Industrial Needs Analysis which has been customized with the new state rules. The second phase of the project is set to begin with Deschutes County and the City coordinating efforts to create the legal framework that could potentially provide a recommendation for a formal site in Redmond. Central Oregon Intergovernmental Council has funds available to provide the technical assistance in building the framework. Mr. Gutowsky and Community Development Director Heather Richards answered questions from the Council and the Board of Commissioners. SENATE BILL 1544 UPDATE Ms. Richards updated the Council and Board of Commissioners on the status of the four processes outlined in Senate Bill (SB) 1544 for the East Redmond Industrial Site. To date, the Comprehensive Plan Page 2—Joint Redmond City Council/Board of Commissioners Workshop—January 10,2013 Text amendment, Redmond Development Code amendment, and Transportation Impact Analysis(TIA) have been completed. Staff is currently in negotiations with the Oregon Department of Transportation on an agreement regarding the required amount of commercial zoning for the site as determined TIA. Ms. Richards reviewed the next steps for both the City and County and addressed questions. OTHER BUSINESS Mayor Endicott explained that per the contract on Desert Rise, the City has a"balloon payment" due to the County in 2014. Because of the downturn in the economy since the contract was implemented, much of the Desert Rise property has not sold. The City would like to initiate discussions with the County regarding extending the due date for the payment. Commissioner Baney updated the Council on a request received by the County to increase the transient lodging tax.
