1. Quarterly Meeting with Deschutes County Commissioners
A. Welcome and Introductions
The joint meeting of the Sisters City Council and Deschutes County Commissioners was called to
order at 8:03 a.m. by Mayor Boyd and Commissioner Unger. Introductions were made and
Mayor Boyd welcomed County staff and visitors.
B. Airport Annexation Update
■ Deschutes County held a hearing on August 27th and received no opposition to the
application. The County should have a decision within a week and an ordinance to allow
the annexation to move forward will go to the Board of Commissioners in late September.
County ordinances typically go into effect 90 days after adoption,but the Commission has
the latitude to shorten the timeframe.
C. Cascade Avenue Improvement Project
• Project is finally beginning after three years of public outreach. It will be the largest
infrastructure project the city has undergone since the sewer system was installed.
• The dedicated right turn lane from Highway 20 onto Locust is under construction and work
on Barclay to accommodate freight traffic has been completed. A temporary light will be
set at the intersection of Highway 20 and Barclay.

• There will be rolling closures along Cascade Avenue in three block spans during the
project.
• The project will be well signed in order to draw tourist and pedestrian traffic into the
downtown core during construction. Hood Avenue and Main Avenue will be used as
alternate routes for passenger cars.
• The intersection of Highway 20 and Locust Street will have a flagger for traffic control
during certain hours of the day.
D. Economic Development Manage Recruitment
• The first round of interviews was unsuccessful in identifying a candidate for the Economic
Development Manager position for Sisters. A second round produced three viable
candidates, one was chosen, and an offer has been made. The candidate is expected to
accept the offer.
• The individual will ave their office in City Hall.
E. Recycle Center Status Update
• The center continues to be heavily used and volumes of recyclables are higher.
• A surveillance system has been installed and the City may look at leaving the center open
24 hours a day.
• Thanks were given to the County for its continued support.
F. City/County Building Inspection Partnership
• The joint partnership is going very well and thee are faster response times. County staff
continues to deliver great support in all aspects of the services provided.
• City of Sisters building fees are in the process of being updated to mirror the same fees the
County charges.
• The Accela program will start being used by the County in October and the City will
install the program shortly thereafter.
• Once the Accela program is running in both jurisdictions, individuals will be able to
submit applications for either jurisdiction at both locations.
• The City has received higher planning and building related revenue than anticipated.
G. Fair and Expo Center Update
• The annual County Fair was very successful with attendance up 6% over last year's
attendance.
• A heightened marketing plan will begin in 2014 with the hopes of attracting additional
events and maximizing the economic impact for Deschutes County.

• A measure will appear on the September ballot to support a 1%increase for transient room
tax for rural Deschutes County with the additional funds received targeted for marketing
purposes.
• Collaborative work between the different Chamber of Commerce's in the region should be
pursued as there are benefits to buying advertising rates when budgeted dollars from
several entities can be combined.
H Sisters Area Health Services Update
• Deschutes County currently provides a variety of health services in the Sisters area and
want to increase the health services provided. A temporary health clinic is housed close to
the high school.
• Plans are underway to partner with the Sisters School District to build a school based
health services facility with the aid of a$500,000 federal grant. Once built, the facility
would be the first health clinic in central Oregon affiliated with a school district. The
clinic would be geared to youth and families.
• The clinic would be a means of leveraging local and county resources and provides
efficiencies.
• The temporary clinic serves as a safety net clinic to direct patients to a primary care
physician or enroll in the Oregon Health Plan(OHP).
• Services offered include behavioral therapy, sick visits, immunizations,physicals, nutrition
services, preventive screenings, education on risk reduction, classes, dental assessment and
services and school to career mentoring.
• A public health nurse from the clinic provides support to the school district.
• The clinic will be constructed on county property that was donated and must be completed
by June 30, 2014 in order to take advantage of the grant.
• Substance abuse is a problem in Oregon, especially in early adolescence and drug
screening will take place for students.
I. Other Business
• The inmate work crews are producing positive results in how the city looks and have
provided an opportunity for the City and school district to collaborate on projects.
J. Adjourn Joint Meeting
Mayor Boyd and Commissioner Unger adjourned the joint portion of the meeting at 9:03 a.m.
Mayor Boyd thanked the County Commissions and County staff for attending.

3. Other Business
A. Application Extension Request
• A request to allow another blanket extension through 2014 for applications was received
from a property owner that owns a subdivision.
• Allowing the blanket extension would mean qualifying projects would still be able to build
under the version of the Development Code that was in effect at the time of submission of
the application.
• Mayor Boyd asked if there was any way to review the projects to determine if the project
still made sense and served a need for the city. Director Hardie explained the projects
would not be re-reviewed. Manager Gorayeb added that if a project did not make
economic sense,the contractor would be unable to secure financing for the project.
• Director Hardie will email a listofprojects to the Council that would be effected if the
Council decided to allow a blanket extension for qualifying applications.
• The Planning Commission will discuss the request at its workshop and the Council will
have an opportunity to discuss the matter again.
B. Other Items
• Director Hardie reported on her research into whether the Planning Commission could act
as the Committee for Citizen Involvement (CCI), which it can. She explained it would
require an update to the Comprehensive Plan which will be done with the next update
4. Meeting Follow-up
• Send a list of projects to the Council that could be effected if a blanket extension would be
allowed.
• Formalize the process to identify the Planning Commission as the CCI with the next
Comprehensive Plan update.
The meeting was adjourned at 9:16 a.m.
