Joint Bend City Council and Deschutes County Board of Commissioners Work
Session Meeting
October 7, 2013
1. Convene Work Session
The joint meeting of the Deschutes County Board of Commissioners and Bend City
Council was called to order by Alan Unger at 10:05 a.m. on Monday, October 7, 2013,
in the City Council Chambers at Bend City Hall, 710 NW Wall. Present were County
Commissioners Tammy Baney, Tony DeBone, and Alan Unger. Also present were Bend
City Councilors Jodie Barram, Scott Ramsay, Mark Capell, Victor Chudowsky, Doug
Knight, Sally Russell and Mayor Jim Clinton.
2. OSU Cascades
• Update from OSU
Kelly Sparks, from OSU Cascades, provided the update on the OSU Cascades
expansion.
Councilor Knight asked if the majority of the campus will be LEED certified. Ms. Sparks
said that sustainability is very important to them although it has not yet been decided if
the new campus will be LEED.
Ms. Sparks was asked about the long-term vision for the campus property. Ms. Sparks
said if they remain at 56 acres and just a neighbor to the County, they want to
determine how they can be the best neighbor. If OSU Cascades does expand beyond
the 56 acres, they will determine how best to partner with the County and the City on
their master plan.
City Manager Eric King asked for further detail on OSU Cascades presence on COCC's
campus. Ms. Sparks noted that the bond funding was passed; however, it required a
match which was not OSU Cascades or COCC's intention. They will continue to work
during the legislative session to secure funding that does not require a match.
Councilor Barram noted that further information can be found www.osucascades.edu/4.
Councilor Knight asked what other communities OSU Cascades is working with. Ms.
Sparks said they asked David Bagnoli, leading architect and urban designer who will be
speaking at City Club as well as the architect who helped build the University of
Washington —Tacoma Campus, for a list of people to get in contact with. Councilor
Knight asked that the list be made public.
Mr. King noted that the City is also doing research on best practices and will mesh their
list with OSU Cascades list.

Ms. Sparks was asked if there are other communities that are building new campuses.
Ms. Sparks noted that there are some new campuses going in on the east coast. A
report will be created with this information and be shared broadly with the community.
Commissioner Unger thanked Ms. Sparks and expressed their continued support of a
four year campus.
Mr. King noted that the City received notice that they will receive the Transportation
Growth Management grant and will be looking for support for a local match in order to
think more comprehensively about transportation on the west side.
• Brownfield Grant (County)
Peter Gutowsky, County Long Range Planner, provided an overview on the Brownfield
Grant noting that they partnered with the City of Bend and the City of Redmond. The
grant was awarded in early August and the hope is to have a consultant on board by the
middle of October. The grant is designed to empower states, communities, and other
stakeholders in economic redevelopment to work together in a timely manner to
prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield is a
property, the expansion, redevelopment, or reuse of which may be complicated by the
presence or potential presence of a hazardous substance, pollutant, or contaminant.
Commissioner Unger confirmed that it is not just the Simpson Landfill property that is
being considered for cleanup.
3. Urban Growth Boundary (City)
Brian Rankin, City of Bend Principal Planner, provided an update on the Urban Growth
Boundary (UGB) remand. He asked the Deschutes County Board of Commissioners if
they would like to participate on the Steering Committee.
Commissioner Unger agreed that having a decision maker at the Steering Committee
meetings is a good idea and will discuss it further with staff.
Commissioner Baney noted that it is important that the County Board of Commissioners
have the opportunity to help guide the decisions together.
Commissioner DeBone also supported the concept of including the County Board of
Commissioners on the UGB Steering Committee.
Councilor Barram added that this is a great opportunity for the City and County to get
together to ensure that concerns are heard.
Mr. Rankin thanked county planners for their assistance.

4. Updates
• Transient Room Tax (TRT)
Mr. King noted that the City of Bend would go before the voters this fall for a 1%
increase in June and .4% the following year. He said that 70% of the TRT money would
be used to market tourism. The remaining 30% would go to the City Police and Fire
Departments.
Deschutes County Administrator Tom Anderson noted that the County is going to the
voters for a 1% TRT increase which would go into effect in July and would be used to
market the Fair and Expo Center.
Mayor Clinton noted that it has been suggested that the County and the City better
coordinate when issues are going to the ballot. The goal is to avoid competition
amongst agencies. Commissioner Unger agreed.
Commissioner DeBone provided a brief update on the County's proposed transient
room tax increase. He explained that people will see both of these on their ballots but
the taxes don't add together. The 1`)/0 for the County is only for rooms in the County.
The 1% for the City will be added to rooms in the city.
Mr. King thanked the Deschutes County Sheriff and the Library District for their
coordination of bond measures. Two bond measures are coming off the ballot in 2014
with the goal of keeping taxes neutral while still increasing fire services. The proposal is
a $.20 operating levy to go before the voters in May 2014. A resolution will go before
City Council in November.
• Jail Expansion
Susan Ross, Deschutes County Property and Facilities Director, thanked City staff Russ
Grayson, Aaron Henson, and Craig Chenoweth for their assistance with this project.
Sheriff Blanton provided an update on the jail expansion which was completed with no
new tax monies. Ms. Ross explained the CM/GC contract being used for the expansion.
• Deschutes County 911
Eric Kropp, Deputy County Administrator, provided an update on the completed labor
contract, the role of the executive board and the leadership and director recruitment.
Commissioner Baney noted that Deschutes County 911 has had 17 directors in 22
years. She noted that they are hoping to adjust the reporting structure for the director.

• Collaborative Forest
Commissioner Unger thanked Congress to have additional money to look at how to
develop a healthy forest. Councilor Russell provided an update on the team formed for
the West Bend project. She noted that the collaborative process is a new model and it
seems to be working well.
• Water treatment options / Skyliners Road
Mr. King noted that the closure of the Federal Government is impacting the City's
surface water project, due to having to wait for the Forest Service's review of comments
received on the environmental study. The goal is'to begin construction within the road
this winter. Mr. King also noted that there has been a group formed to look at treatment
options for the project.
• Joint Services
Mr. King noted that the City and County have mutual aid agreements between each
building department as well as road maintenance. Mr. Anderson expressed the
County's commitment to continue to look at opportunities to combine services. He noted
that the latest area being explored was the City's municipal court and the County's
Justice Court to see if there were opportunities to combine things operationally. State
law prohibits the County from operating a Justice Court within City limits of a municipal
court. However, there may be ways to support each other at a staff level which will be
further explored.
A global mutual aid agreement between the City and the County has also been
discussed.
After discussion on the frequency of future meetings, it was decided that meetings will
be held on an as-needed basis.
Jamie Christman asked about a media plan for the upcoming ballot measures.
Councilor Barram reported that there is a media plan created by the two campaigns
including upcoming television and radio commercials.
