Deschutes County Commissioners meeting with Clerk's Office February 27, 2014 9:00 am Attendees: • Commissioners Tammy Baney and Alan Unger • County Administrator Tom Anderson and Deputy County Administrator Erik Kropp • Clerk's Office Staff: Nancy Blankenship,Jeff Sageser and Barb Hagen Nancy Blankenship, County Clerk, welcomed the group and introduced the staff members present to assist with the discussion. A handout with a PowerPoint presentation was provided with the following key items: • Mission Statement • Staff and Services • Performance Measure • Five-Year Outlook The Five-Year Outlook was the focus of the discussion with Nancy covering the Election Services issues and Jeff covering the Recording issues. Elections: A key election item that will surface in the next five years is the need to upgrade the current tabulation equipment (650's) to a new and improved model (850's). The cost for the upgrade was discussed and Nancy shared with the group that the Clerk's office has contributed over $9.5 to the general fund since FY 2000. Additional election items discussed were technological advances/improvements, ongoing process review, increased costs and community awareness. Recording: Jeff highlighted the move to eRecording as well as a new conversion to Laserfiche for records management. Discussion also centered on revenues with a note that foreclosure revenues have disappeared and refinancing activity has decreased. Overall page counts are down, also contributing to lower revenues. Whether the current revenue situation is "the new norm" is unknown. A question was asked about the fee structure. It was explained that the fees are set by statute. Additional recording items discussed were protection of records and building online resources for external and internal customers. Other: Nancy concluded the meeting by discussing the department's business continuity planning and staffing issues surrounding retirements in the not too distant future.
