Central Oregon Legislator Updates
Representative Whisnant provided an update on a bill related to Cover Oregon.
Representative McClane discussed HB 4134 and noted that there is a dash-4 amendment
supported by AOC. Ken Hales stated that the juvenile directors had a conference call to discuss
HB 4134 and agreed to withdraw opposition for concessions on the make up of the study group.
Mark Nelson recommends that the County still oppose the bill and said concessions would
probably not be agreed to. Representative Whisnant said that a compromise on this bill is
unlikely.After discussion among local legislators,Ken Hales recommended to the Board that
Deschutes County oppose the bill.Commissioners Unger and DeBone stated that they are in
opposition to the bill.
II. Deschutes County Priority Bills
Commissioner DeBone noted that he met with several senators last week to discuss SB 1578,the
biomass bill. Mark Nelson summarized the testimony on SB 1578 from the Senate committee and
noted that it is not a done deal.
Justen Rainey discussed HB 4048 and stated that the bill passed out of Judiciary Committee. Erik
Kropp said that an analysis performed by City County Insurance Services estimated that passage
of the bill will have an annual fiscal cost to cities and counties of$2.7 million.
Justen Rainey provided an update on HB 4056
Justen Rainey said that HB 4141 will likely change drastically through a"gut and stuff"
III. Other Bills of Interest
Jamie Christman asked for an update on HB 4119. Representative McClane stated that the bill
moved from the floor to the Rules Committee. Jamie Christian stated that the Chamber is
considering writing a letter of support on HB 1578.
