Deschutes County Clerk Certificate Page April 3,2014 Deschutes County Commissioners meeting with County Assessor Present: Alan Unger,Tammy Baney,Tony DeBone,Tom Anderson, Erik Kropp, and Scot Langton Meeting began at 10:30am Scot started meeting with a short PowerPoint presentation which included— Update on last fall's successful property tax public education campaign which included the Property Tax Fairy video, media advertising, web page development with GRAPH IT, and Town Hall meetings. This was a huge success with resulted in 20-30%reduction in tax time phone calls and walk ins during a time when this was expected to spike upwards. Video received lots of local and statewide coverage—with even some national coverage. These tools are being used by County Assessors, County Clerks, and members of the State of Oregon Legislature as educational tools to help explain Oregon's complex property tax system. A big THANK YOU to all the help and support for making this happen -the Assessor's staff, County IT,Anna Johnson, and Visual Thinking Discussed graph that displayed recent history of properties with a market value lower than the Maximum Assessed Value and what the trends look like for the future. Discussed current real estate appreciation trends and building permit activities and that if current trends continue this will create positive assessed value increases. Discussed items and issues that could impact the Assessor's Office over the next several years, including. • The need to closely monitor both market appreciation and amount of newly permit building activity in relationship to Assessor staffing levels • Current assessment and taxation software, both here in Deschutes County and around the state o Current Deschutes system purchased/implemented in 2001 with at that time an anticipated five to ten year life span • Vendor, Helion Software,currently rewriting and enhancing program in current programming language o Multnomah County purchased new system a couple of years ago but vendor went bankrupt after large investment by Multnomah County. They are currently working with new vendor o Washington, Marion, and a couple of smaller counties went out for RFP's for new software and had identified Manatron as the selected vendor. Subsequently Manatron was bought out by Thomson-Reuters who is no longer is going to support the system Manatron had proposed to sell;therefore Washington and Marion County have stepped back from any purchase of new software at this time • Discussed additional workload in the administration of the Enterprise Zone Exemption program now that the zones have been expanding and that the economy appears to be improving. o Have good working relationship with EDCO and the zone managers o Will need to closely monitor workload to insure office is adequately staffed • Discussed workload and resources needed to administer the various property tax exemption programs Meeting concluded at 11:30 DATED this ' : Day of 2014 for the Deschutes County Board of Commissioners.
