Also present were Tom Anderson, County Administrator; Dave Doyle and Laurie Craghead, County Counsel; Matt Martin and Peter Russell, Community Development; James Lewis, Property & Facilities; and approximately a dozen other citizens. Chair Baney opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT Toni Stefan said she works for OSU Extension, and is helping with the Living on a Few Acres program. She thanked the County for supporting these efforts. 210 people attended the last conference, and 50% of the participants were new, and most indicated they had learned a lot. Most live on ten acres or less. She thanked Commissioner DeBone and his wife for attending the event as well. Commissioner Unger thanked her for her work, and likes their website, which he has found to be helpful. Chair Baney introduced Dave Doyle, the County's new Counsel. Mr. Doyle said he finds the work challenging but enjoyable. Mike McArthur, Executive Director of the Association of Oregon Counties headquartered in Salem, AOC was recognized. Minutes of Board of Commissioners' Business Meeting Wednesday, April 23, 2014 Page 1 of 9 3. Before the Board was the Reading of a Proclamation Celebrating 2014 Central Oregon Volunteer Appreciation Day. Darcy Justice of the Network of Volunteer Organizations and four other NOVA members came before the Board. This is the 25th year of the NOVA awards event, to be held on May 7. This year instead of nominating three from each category, they have decided to honor all nominees. Merle Ballard, Kim Johnson, Linda Collins, Katie Bochamp. Chair Baney said that it is hard to pick one over the other, and likes this concept. Ms. Justice said it is important to recognize the volunteers here. A lot would not happen in the community without them. She thanked the Board for its support each year, and invited the Commissioners to attend the event, to be held at the Bend Elks Club. Chair Baney read the Proclamation to the audience. She said the County has about as many volunteers as it has employees, and things would not happen without them. Commissioner DeBone likes the idea of bringing volunteers from all kinds of groups together for this celebration. UNGER: Move approval of the Proclamation DEBONE: Second. VOTE: UNGER: Yes. Before the Board was Consideration of Board Signature of Document No. 2014 -211, Accepting Land Patents from the Bureau of Land Management as a Result of the Federal La Pine Land Conveyance Act of 2012. Chair Baney said she can hardly believe this is finally happening. She introduced Stu Martinez who was the first Mayor of La Pine. James Lewis, the County's new Property Manager, stated that this land conveyance was a long time coming. It took an act of Congress in Washington, D.C. Minutes of Board of Commissioners' Business Meeting Wednesday, April 23, 2014 Page 2 of 9 The conveyance involves 150 acres adjacent to SW boundary of the City, and 829 acres on eastern boundary that are to be used for recreational uses (rodeo grounds) and the sewer system for La Pine. These properties will be conveyed to the entities there. A land partition and lot line adjustment need to take place for this to be finalized. Commissioner Unger asked about the Library property. Mr. Lewis said that it was a direct conveyance from the BLM. Commissioner DeBone said that he has been tracking this for a long time. He was on the Park & Recreation board and the Rodeo board years ago before La Pine was a city. They worked with Senator Wyden and others to try to make this a reality. Stu Martinez stated that it was a long journey and at first no one would think it would work. He is pleased that the City and Park & Recreation can move forward with some of the projects to improve the area. Students will now have a temporary skate park to start. He thanked all involved. Commissioner DeBone said the sewer property was planned and zoned appropriately, and now can be utilized. He came as a citizen to the County years ago to ask for help. He presented a copy of the legislation as presented by Senator Wyden, with the President's signature. Susan Ross stated today they are accepting the deeds. The plats and lot line adjustments need to be finalized, and then they can convey. This should be concluded in June. DEBONE: Move approval of Document No. 2014 -211. UNGER: Second. VOTE: DEBONE: Yes. Before the Board was Consideration of Board Signature of Document No. 2014 -209, a Collective Bargaining Agreement between Deschutes County and the American Federation of State, County and Municipal Employees (AFSCME), Local 3997, from July 1, 2014 through June 30 2017. Minutes of Board of Commissioners' Business Meeting Wednesday, April 23, 2014 Page 3 of 9 Tom Anderson stated that Erik Kropp and Yaju and the bargaining teams deserve a lot of credit for moving this forward. The contract that is expiring will be replaced by a new three -year contract that in terms of COLA implements a 1.6% COLA consistent with CPI, and adds some language regarding longevity consistent with other contracts. They allowed for a future discussion of fair share in January 2015. He acknowledged the hard work of the management team and the union bargaining team. Yaju Dharmarajah, union representative, contrasted this with the last bargaining session. He thanked the management team and their coach; it was cordial, and the discussion was very open and honest. This took three sessions while the previous one took eight months. They were treated with professional respect, and he thanked the County for this. There was not a single dissenting vote. Chair Baney said that the last session was difficult. This is more what she wants to see, working together to come to a reasonable decision. Good communication has helped tremendously and she thanked Mr. Dharmarajah for his leadership. Commissioner DeBone stated that he is grateful for the process. Before the Board was Consideration of First Reading, by Title Only, of Ordinance No. 2014 -014, Expanding the Bicycle & Pedestrian Advisory Committee from Nine to Thirteen. Peter Russell noted that they are adding three members, not five. There are nine members and they have done such a tremendous body of work, they are called on for input more and more. The volunteers were getting spread a little thin. Also, La Pine needs a member now plus they want to add two at -large members. The OTC and ODOT are asking for more feedback from groups like this. Chair Baney feels they should underscore the need for more volunteers. They are looked at from across the state as a leader in multi -modal transportation. Commissioner Unger added that this is a transition time, with the growth in the area. He wants them to be vocal if something needs to be brought to the table. Cheryl Howard, Chair of the group, said that attendance at their meetings is at a long -time high from members, representatives of agencies and others. They are advisory and try to take a moderate stance and make responsible decisions. They specifically deal with bicycle and pedestrian issues but have multi -modal in mind at all times. Commissioner Unger stated that they are advocates of system design, which will impact the area into the future. DEBONE: Move first reading of by title only of Ordinance No. 2014 -014. UNGER: Second. Commissioner Unger asked if the new members could be appointed sooner than 90 days after the second reading. Mr. Doyle stated that they could appoint, contingent upon the adoption of the Ordinance. 7. Before the Board was Consideration of First Reading, by Title Only, of Ordinance No. 2014 -012, Amending Title 23 of Code to Incorporate `Housekeeping' Changes that Correct Errors or Provide Clarification of Existing Regulations, Procedures and Policies. Mr. Martin gave a brief overview of the Ordinances. The Board had directed staff to break out the amendments for each Title. The findings are attached to Title 23 so this would be the primary Ordinance.
