MONDAY, JUNE 23, 2014

Present were Commissioners Tammy Baney, Anthony DeBone and Alan Unger.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Dave Doyle, County Counsel; Nick Lelack and Cynthia
Smidt, Community Development; Wayne Lowry, Jeanine Faria and Teri Maerki,
Finance; and approximately thirty other citizens including a representative of the
Bulletin.
Chair Baney opened the meeting at 10:05 a.m.

Pedestrian Advisory Committee's Annual Big Chainring and Safe
Sidewalks Awards.

Cheryl Howard gave an overview of the awards to be presented and
acknowledgement of members who are leaving the Committee. Kevin Tanski
has been with the group for five years. He thanked those in the group and the
County for its support. Phyllis Lewis was not in attendance.
Ms. Howard presented the annual awards for Safe Sidewalks. The City
Downtown Parks group accepted a Safe Sidewalks award in person, as did
County Property & Facilities, and representatives of Touchmark at Mt.
Bachelor Village.
The Big Chainring awards are related to the development of safe cycling. The
Peter Hanson Memorial Award went to Patrick Eckert?, who promotes trail
development and adoption, and spends a lot of time helping with this work.
Kevin Tanski who makes the awards gave some history on the unique qualities
of the awards.
Ms. Howard named the partners involved in developing a program so
developmentally disabled Redmond residents have reliable transportation and
for cycling enjoyment. The group hopes to expand this to special needs high
school students in the future.
For commercial businesses, Trinity Bikes has promoted trail development and
maintenance in Redmond and are very supportive of the biking community.
The same program involved public agencies, with Robin Lewis and Pam Hardy
for the development of facilities, including floating bike parking at Drake Park.
Pam Hardy was given an award for her advocacy of Bend Bikes' work.
Ms. Howard thanked the Board of Commissioners' support over the years.

5. Before the Board was a Presentation of Awards from the Government
Finance Officers' Association for the Deschutes County 2013
Comprehensive Annual Financial Report (CAFR), and for the 2014
Deschutes County Budget.
Wayne Lowry, Jeanine Faria and Teri Maerki came before the Board, with Jeff
White, CFO of Marion County and Oregon GFOA representative. Mr. White
explained that the local chapter has about 500 members in Oregon, including
cities, counties and some school districts. He gave an overview of the focus of
the group and the history of the organization, which has 18,000 members in the
U.S.
The Distinguished Budgeting award is the higher award for governmental
budgeting. Only 43 agencies in Oregon receive this award, and Deschutes
County has received this six years in a row.
The CAFR is the highest recognition in government as well. It is more than just
an audit. The checklist encompasses 79 pages, so is a very high standard.
There are 112 award winners, and most are counties. This is the 13th year of the
award for Deschutes County.
The CAFR award was presented to Jeanine Faria. She said it was a team effort.
Teri Maerki was presented with the Distinguished Budgeting Award.
Tom Anderson said that Ms. Faria and Ms. Maerki do outstanding work, and
the outside auditors confirm this each year. They are a wealth of information.
Chair Baney added that the County has a high standard of transparency and it is
important that the public be served in this way. Commissioner DeBone said
that he knows of college students who study the CAFR and note that Deschutes
County does consistently well with this.

6. Before the Board was a Public Hearing and Consideration of Signature of
Resolution No. 2014-063, Adopting the Budget, Levying Ad Valorem
Taxes, and Making Appropriations for Deschutes County for Fiscal Year
2014-15.
Mr. Anderson said he was pleased with how the latest budget was put together
this year, with Mr. Lowry overseeing the process. Financial times are better
now, and revenue is up, but the Board and Budget Committee did not add a lot
of services. It was more of a restoration of services lost when times were not so
good. In terms of labor costs, advance planning relating to PERS and benefits
have helped to keep these costs down. Fair and reasonable labor contracts have
been negotiated as well. Also, a lot of work was done on capital projects,
especially the jail and road improvements.
Mr. Lowry stated that this is a maintenance type of budget with not a lot of
additional projects and staffing. The Budget Committee met for four days and
made some adjustments, but there were no big changes in services. The budget
resolutions today are reflective of these meetings.
Chair Baney opened the public hearing. No comments were offered, so the
hearing was closed.
Commissioner DeBone is supportive of the big picture, but wanted to reduce
the millage rate of the general fund. He did not support the budget at the
meeting, but felt that 3% was appropriate instead of 5%. He realizes that the
benefit per property would be perhaps $15 to $20 for the year. Chair Baney
feels that it was felt to be too soon in a fragile, recovering economy to do this.
Commissioner DeBone said that public safety is covered through permanent
rates, and he supports services and departments, but thought the tax rate could
be cut.

Chainring Awards Given to Groups and Individuals June 23
The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) has selected the 2014 Big
Chainring Award recipients. Robin Lewis with the City of Bend, Patrick Eckford, and Trinity Bikes will
be recognized on June 23 for their contributions to pedestrian and bicycle friendly environments in
Deschutes County. In addition, recognition will go to Amy Nickell with the Redmond School District,
Allen Tenney and Bryan Malone with High Desert Education Service District, Courtney Moran of
Redmond Area Parks and Recreation District, Joanie Krehbiel with Wheel Fun Rentals, and Ken
Cardwell with Jericho Road.
The awards will be presented at the Deschutes County Board of Commissioners Business Meeting on
Monday, June 23 at 10:00 a.m. The meeting will be held in the Barnes and Sawyer rooms of the
Deschutes County Services Center at 1300 NW Wall Street in Bend.
Since 1996, the Big Chainring Awards have been awarded annually to honor individuals, businesses,
and public agencies that have made significant contributions in support of better bicycling and walking
in Central Oregon.
This year's winners include:
Peter Hanson Memorial Award
Patrick Eckford
When Patrick Eckford moved to the Sisters area a few years ago, he brought along his passion for
promoting safe biking and walking opportunities. Patrick has been an outstanding volunteer for
promoting trail adoption in Sisters Country. He has dedicated many hours to planning and
maintaining trails with the Sisters Trail Alliance (STA) and with other Sisters area events. In addition,
he has worked with the STA designing and teaching a standardized format for all volunteers and
assisted in producing STA related information for distribution. Patrick's tireless efforts show a
successful celebration of bicycle and pedestrian culture in Sisters and throughout Central Oregon.

The partnership between these entities and individuals has significantly advanced the bicycling
opportunities for individuals with physical and mental disabilities in the Redmond community. This
group helped make riding a bike a viable transportation option for eighteen young adults between the
ages of 18-21 as part of a yearlong transition program. Redmond Area Parks and Recreation District
loaned the bikes for the program and Wheel Fun Rentals loaned the 3-wheeled bikes (deuce
coupes). Ken Cardwell helped modify the bikes making them strider bikes for beginners. Allen
Tenney and Bryan Malone with High Desert Educational Service District assisted with the
maintenance and modifications to seating, which included a seat for an adult in a wheelchair who has
never before had been able to ride. Redmond School District staff oversaw the program that taught
them how to ride, rules of the road, basic maintenance, and then at the end, took them on rides
around town. The benefit to the participants was a newfound independence that allowed them the
ability to commute to jobs without always relying on family or the bus and the confidence to ride a
bike independently and enjoy the health and mental benefits of exercise. In the future, the group
hopes to offer the program to high school students with special needs and then expand to middle and
elementary school students.
Big Chainring Award for Commercial Business
Trinity Bikes
Trinity Bikes has been very active in promoting bicycling in Redmond and Deschutes County through
sponsoring multiple clean up and construction of trails at the Radlands complex in Redmond, building
up BMX activity in Redmond and being more involved with trail and road bike activities. During the
last two years, Trinity Bikes has held the Redmond cross races at the old golf course. In addition,
they have always been gracious at their bike shop with free advice and technical help. Trinity Bikes
has been extremely accessible to bicyclists, especially to those who are new in getting around on two
wheels. Trinity Bikes is very encouraging, providing a lot of their time, effort, and materials to the
biking community in Redmond.
Big Chainring Award for Public Agency
Robin Lewis, City of Bend
Robin Lewis, Traffic Engineer with the City of Bend was a driving force behind the vision, grant
application, and design of the Riverside and Franklin Bicycle and Pedestrian Infrastructure
project. Robin successfully applied for and received an ODOT Bike and Pedestrian Grant for the
project. The project was completed in 2013 and highlights state of the art multimodal transportation
safety. Bicycle elements included buffered bike lanes, green bike lane markings, sharrows, covered
bike parking, and floating vehicle parking. The project provides outstanding multimodal uses for all
members of the Bend community.

awarded to Deschutes County by the Government Finance Officers Association of the United
States and Canada(GFOA)for its comprehensive annual financial report(CAFR). The Certificate
of Achievement is the highest form of recognition in the area of governmental accounting and
financial reporting, and its attainment represents a significant accomplishment by a government
and its management.
An Award of Financial Reporting Achievement has been awarded to the individual(s),
department or agency designated by the government as primarily responsible for preparing the
award-winning CAFR. This has been presented to:
Finance Department,Deschutes County
The CAFR has been judged by an impartial panel to meet the high standards of the program
including demonstrating a constructive "spirit of full disclosure"to clearly communicate its
financial story and motivate potential users and user groups to read the CAFR.
The GFOA is a nonprofit professional association serving approximately 17,500 government
finance professionals with offices in Chicago,IL, and Washington,D.C.

Chicago--The Government Finance Officers Association of the United States and Canada(GFOA)
is pleased to announce that Deschutes County, Oregon has received the GFOA's Distinguished
Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of the
governing body and staff to meeting the highest principles of governmental budgeting. In order to
receive the budget award,the entity had to satisfy nationally recognized guidelines for effective
budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
• a policy document
• a financial plan
• an operations guide
• a communications device
Budget documents must be rated "proficient" in all four categories,and the fourteen mandatory
criteria within those categories,to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition
for Budget Presentation is also presented to the individual or department designated as being
primarily responsible for its having achieved the award. This has been presented to Finance
Department
For budgets including fiscal period 2012, 1,353 participants received the Award. Award recipients
have pioneered efforts to improve the quality of budgeting and provide an excellent example for other
governments throughout North America.
The Government Finance Officers Association is a nonprofit professional association serving nearly
18,000 government finance professionals throughout North America. The GFOA's Distinguished
Budget Presentation Awards Program is the only national awards program in governmental
budgeting.
