DESCHUTES COUNTY BOARD OF COMMISSIONERS
SITE VISIT/TOUR
INTERSECTION OF COOLEY RD.AND OVERLOOK DR.
JUNE 30, 2014—8:00 A.M.
I. Attendees
County Commissioners Tammy Baney, Tony DeBone, Alan Unger. Staff present were
Nick Lelack, Planning Director; Paul Blikstad, Senior Planner.
Public present: Craig, COID Manager Craig Horrell and resident/property owner Tom
Hignell. A few other residents joined the tour briefly at different sections.
II. COLD Canal Site Visit / Tour: TA-13-4 - Oregon Irrigation District's (COID) Text
Amendment to amend Title 19 of Deschutes County Code, Section 19.20.020 to add as a
use permitted outright in the SR-2.5 zone the "operation, maintenance and piping of
existing irrigation systems."
The tour consisted of COID Manager Craig Horrell and resident Tom Hignell describing
COID's proposed project to pipe the canal at two locations: the forebay and the Old
Deschutes Road canal crossing. At each location Commissioners, staff, and Mr. Horrell
and Mr. Hignell walked along sections of the canal. All information discussed and
provided at this site visit/tour is in the record via presentations and testimony from Mr.
Horrell and Mr. Hignell, and other testimony.
Stop #1: Forebay. This stop included discussions and descriptions of City of Bend's
agreement with COID to pipe the canal in Juniper Ridge; the purpose, design, function,
and depth of the forebay and hydro facility; history of the canal and recreation at the site of
the former canal falls; COID's goals for the project, including the different project phases;
differences between the canal in this vicinity and other locations; and a memorial to the
former recreationalists who visited the area. The group walked to Del and Louise Swan's
property and discussed the ramp flume project (used for measurements); impacts to the
Swans property; wildlife and natural features near the canal; and historic characteristics of

Stop #2: Old Deschutes Road Crossing. This stop and walk along the canal to Mr.
Hignell's property included discussions regarding the construction of the canal and
impacts on the bridge, including COID's agreement with the County; the size, length, and
design of the canal pipe and COID planned forebay structure size, design, location and
function with different options depending on whether the canal pipe is above or below
grade; impacts of burying the canal pipe with land owner agreement compared to the
installing the pipe within the existing easement; wildlife and natural features around the
canal and in the island in the middle of the canal; depth of the canal; historic
characteristics of the canal; and the differences in density of housing between the City of
Bend and Deschutes County south of Mr. Hignell's property on the opposite site of the
canal.
