Tim Leak Trisch Clark Media Present: None Sheriff Blanton started the meeting by thanking everyone for taking time from their busy schedules to meet with the members of the sheriff's office. Sheriff Blanton updated everyone on populating the jail expansion wing. Sheriff Blanton stated we are proud that we have not raised the tax rate in several years while still responding to every call and expanding our product. We will have some changes coming to our organizational chart and he will talk to the commissioners in the next few months. Patrol Captain Erik Utter- Captain Utter started by discussing the performance measures in the Patrol division including his role as captain, the challenges he sees and what issues he anticipates over the next 5 years. First, he discussed the number of call for service. He broke it down between calls to 911 and self-initiated calls. The 911 calls included, traffic complains, missing persons, search and rescue and other urgent matters. Other calls that are not urgent include cold crimes, civil issues, follow-up phone calls with deputies and county ordnance issues. The self-initiated calls include random traffic calls, targeted traffic patrols where we have a known issue with speeders, targeted criminal activity, community policing, visual presence in the community, warrant attempts and civil papers (numbers are going up dramatically, we will service over 3,000 papers over this year.) We don't have a back-log of papers as we BOCC PERFORMANCE MANAGEMENT MEETING have a hardworking civil staff with additional assistance from on-duty patrol serving papers as time allows. Other self-initiated calls include investigative follow-up. Commissioner DeBone asked what the philosophy is regarding deputies following up on cases while maintaining shift work hours. Captain Utter explained that if the victim needs to communicate with us regarding the case, any deputy on-duty will be able to assist by using the case number which pulls the information up on the computer. Captain Utter stated that FY2015 calls for service is on the rise. He attributes this increase to the improved economy. We have more people passing through the area that always increases calls for service. He stated with the increase in visitors to the area, we would think as 911 call numbers increase, self-initiated calls decreased, but it is not the case and he doesn't have an explanation for this. He speculates that the follow-up needed for the 911 calls may make the self-initiated call numbers higher on the back end. Captain Utter said that the Patrol Division remains true to the Deschutes County Sheriff's Office mission statement. He contributes the mission statement to one of the reasons why we have not raised the tax rate since 2006. We have actually reduced our FTE's through attrition by 4 deputies. We continue to manage what we have with our fiscal responsibility. We have adjusted our staffing to provide increased coverage during the peak call load hours of noon and mid-night. We moved our K-9 handlers to this new time slot and put Field Law Enforcement Techs on 12 hour shifts, placing one on each team. In addition, we utilize data analysis to help target crime and traffic issues. Radios - Captain Erik Utter gave an overview explaining what steps have been taken starting in 2012 to buy a new multi-agency radio system. He stated that the committee hired an independent consultant to provide the Public Safety Agency Emergency Communications Work Group committee a path of securing the best possible radio communications contract. Local law enforcement, fire departments, public works and schools are stakeholders in the new radio system. The new 911 director will take a leading role in completing this huge process. 5-Year Outlook Challenges 1) Communications - transition to new radio system 2) Staffing levels to meet call-outs - looking at a 30% increase 3) Mental health -seeing an increase in officer holds 4) Technology -Tablets? New vest carrier? Body cameras? We will proceed carefully with the increasing options Commissioner Baney asked about the impact of marijuana legalization. Captain Utter stated that we will among other things, we will have training modifications for drug dogs and have additional training for detecting impaired drivers. BOCC PERFORMANCE MANAGEMENT MEETING Detective Captain Scott Beard - Captain Beard started by discussing the need and the importance of having a long-range year plan for many of his divisions. He said he looks at training 3 to 5 years in advance to keep up with all the required training. Then what happens, for example, the state comes in and says we also need an additional 6 hour block of specific training. We then have to call in for overtime and determine how many we can train at one time efficiently. It may take up to a year to get everyone trained on a specific topic. Commissioner Baney said she is incredibly proud of our CIT teams. Captain Nelson stated that this training is important and we take proud of the benefits that this team provides to the community. Detectives -the detective division is mandated to investigate all crimes in Deschutes County which equates to around 100 cases a month. Captain Beard said when school is in session, their caseload increases due to reports from teachers of possible abuse or neglect. It is so important to have a staff rotation into detectives. This allows the staff to use their detective skills once they are back in patrol which helps the detective division streamline their involvement. Captain Beard stated that it is just as important to prove someone is innocent as it is to prove they are guilty. However, the man-hours it takes to prove that someone guilty or innocent could still be 300 to 400 hours. He stated they are fact-finders. Whichever way the truth leads them is the path they will follow. Technology has advanced which has caused the caseload for the forensic division to grow by one FTE. With cell phones becoming small computers and tablet use on the rise we have to know what to look for and what to do to properly gain access into the devise. Concealed Handgun License division -we are processing over 500 renewals/new applications at month in Deschutes County. We have only 2 employees. We are starting to use an on-line appointment system so citizens can use the computer to schedule their own appointments. Evidence -we are streamlining evidence by sending documents directly from the computer to the DA's office. Search and Rescue - this division has to keep a 5 year outlook for several reasons: 1) The lieutenant position is a 5 year rotation position. 2) Our 212 volunteers go through extensive training. They do not give leave notices. We need to stay ahead of personnel changes by having many trained BOCC PERFORMANCE MANAGEMENT MEETING 3) We offer the SAR academy annually that has been 25 -30 people that attend. This program requires advanced preparation. 4) We need to have trained seasonal personnel for marine and ATV patrols. Emergency management - 5 year outlook and planning is essential for: - Hazardous materials that are transported via trains and highways through Deschutes County. If there is a spill or major accident we need to have a current plan. - We need to ready for Oregon coastal citizens if come to Deschutes County due to a large natural event on the coast. - Other agencies have always considered the Deschutes County Sheriffs Office as the lead agency in case of a large scale disaster.
