MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, DECEMBER 3, 2014
Commissioners'Hearing Room-Administration Building- 1300 NW Wall St.,Bend
Present were Commissioners Anthony DeBone and Alan Unger; Commissioner
Tammy Baney was out of office. Also present were Tom Anderson, County
Administrator; Erik Kropp, Deputy County Administrator; and David Doyle,
County Counsel. Also in attendance were Oregon Youth Challenge cadets and
leadership, and three other citizens.
Vice Chair DeBone opened the meeting at 10:00 a.m.
1. PLEDGE OF ALLEGIANCE
Oregon Youth Challenge Cadet Martinez led the Pledge of Allegiance.
2. CITIZEN INPUT
Joe Sadony, IT Director, presented a service award plaque to recognize the
twenty years of service of Ray Wingert, Senior Systems Analyst and
Programmer.

The Oregon Youth Challenge leadership group was present. This year's
leadership consisted of President Jonathan Martinez and Vice President Alondra
Herrera, Cadet Tyler Jolly, Cadet Julia Sandoval, Cadet Annalise Klause, Cadet
Anthony Pasuevan, and Cadet Noah Charette.
Cadets Jolly and Sandoval reported they are working on a video project that
incorporates pictures from activities and accomplishments they have
participated in this past year. The video will be presented at the upcoming
graduation dinner.
The Commissioners thanked them for their service and congratulated them on
their accomplishments.
3. Before the Board was Consideration of Board Signature of Order No.
2014-030, Repealing Order No. 2014-019, and Authorizing Designated
Persons to Provide Custody and Secure Transportation Services for
Allegedly Mentally Ill Persons.
Holly McCown, Crisis Team Supervisor in Health Services, presented the
Order, which covers adjustments needed due to department staff changes.
Commissioner Unger commented he had researched this item and noted the
statute is quite descriptive. Staff participates in two days of training and are
required to have ongoing training to keep current with regulations.
County Administrator Anderson suggested that, for the benefit of the Oregon
Youth Challenge members in the audience, Ms. McCown explain what the
crisis team does. Ms. McCown said that the crisis team responds in the
community to any mental health crisis, to offer support and crisis intervention.

Vice Chair DeBone asked Legal Counsel to explain the legalities and of orders
verses other types of documents that the board considers for approval for the
benefit of the Oregon Youth Challenge members.
