Summary: The Board of County Commissioners is referring to the voters of Deschutes County an ordinance which would amend the Deschutes County Code Section 4.08.090 to increase the County Transient Room Tax. This tax, which is collected from guests of hotels, motels and similar overnight lodging outside of cities, would increase from the current 7% to 8% beginning on July 1, 2014. Seventy percent (70 %) of the revenue from this tax increase would be used to promote tourism through the Deschutes County Fair and Expo Center. Up to 30% of the revenue would be used to fund other county services, such as public safety, health and human services and county infrastructure. The tax increase is expected to raise an additional $527,000 annually. O Yes CD No City �f 9 -94 Increase in Bend's temporary lodging tax Question: Shall Bend increase the temporary lodging tax rate from the 9% to 10% and then to 10.4% ? Summary: The measure, if approved, would increase the temporary lodging tax rate from 9% to 10% on June 1, 2014 and to 10.4% on June 1, 2015. Temporary lodging is a stay of less than 30 days in temporary lodging such as a hotel, motel, vacation rental or similar lodging facilities. If approved, the increase is likely to lead to increased revenue for the City of Bend. Under state law, 70% of the incremental revenue resulting from the increased tax, if approved, would be allocated to the promotion of tourism. The incremental amount allocated to tourism promotion is estimated to total about $410,000 per year once the full 1.4% increase is fully implemented. It is anticipated that the additional revenues, if the increase is approved, would be used to promote winter and shoulder season tourism in Bend. The remaining 30% of the incremental revenue, estimated to total about $175,000 per year, if the measure is approved, would be used for police and fire services. The increase may result in some reduction in tourism in Bend. Summary: A fire district would be established in the Alfalfa area of Deschutes County and extending into a small portion of Crook County. The name of the district will be the Alfalfa Fire District. The purpose of the district will be to organize for rural fire protection for property within the district, enter into mutual aid agreements, apply for grants, train members, educate the public, purchase and maintain necessary equipment, land, and structures as required for operating a fire district and department, and provide emergency medical assistance. If approved, this measure would authorize the district to tax properties within the district for the above listed services at a maximum permanent tax limit of $1.75 per $1,000 assessed value and is estimated to raise $101,092.00 in operating funds for the District beginning in the 2014 -2015 tax year. Question: Shall the district renew the current 5 year local option levy of $0.69 per $1,000 assessed value to maintain services? This measure renews current local option levy taxes. Summary: This levy will allow the district to continue to meet the increasing costs of operations. It is a renewal of current funding. It allows the district to provide adequate staffing for response to fire and medical emergencies 24/7 and provide for scheduled replacement of fire and medical apparatus. This levy replaces the operating local option tax that expires in the 2013 -2014 fiscal year. This renewal tax will begin in fiscal year 2014 -2015. The estimated annual taxes to be received in 2014 -2015 is $174,113, in 2015 -2016 is $177,596, in 2016 -2017 is $181,148, in 2017 -2018 is $184,771, and in 2018.2019 is $188,466. The estimated tax cost for this measure is an ESTIMATE ONLY, based on the best information available from the county assessor at the time of the estimate. The estimated cost on a home assessed at $150,000 would be $103.50.
