DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JANUARY 26, 2015
Commissioners'hearing Room-Administration Building- 1300 NW Wall St.,Bend
Present were Commissioners Anthony DeBone and Tammy Baney; Commissioner
Alan Unger was out of the office. Also present were Tom Anderson, County
Administrator; Erik Kropp, Deputy County Administrator; David Doyle and John
Laherty, County Counsel; Ed Keith, County Forester; Alison Green, Project
Wildfire Director; and two other citizens.

Consideration of Board Signature of Order 2015-003, Approving the
Skvorak& Bowers Property Annexation into Redmond Fire & Rescue

Chair DeBone continued the hearing.
John Laherty gave an overview of the item. Approval from the Department of
Revenue has finally been received, so the Board can move forward with
approval of the Order. Surveys are not always required but it depends on
whether there are irregular boundaries, a survey has not been done for a long
time, or other concerns about the property lines. The DOR is increasing the
technical requirements for annexations.
Being no further input, Chair DeBone closed the public hearing.

4. Before the Board was Consideration of Chair Signature of Document No.
2015-079, Annual Certification of Title III Expenditures.
Ed Keith said that the County has received this funding for over ten years, and
there are a certain set of expenditures that qualify. The categories are firewise
communities, preparation and maintenance of CWPP, and search and rescue
type activities on federal land within the County. Last year there was a delay in
receiving funds, so they try to report on the newest funds first for reporting
purposes. All are accounted for and obligated, but reporting for some will come
later when the funds are used.
There is an agreement with the Rural Fire Protection Districts, and funds are
used for this and Project Wildfire.

5. Before the Board was Consideration of Board Signature of Document No.
2015-085, the 2015 Update of the La Pine Community Wildfire Protection
Plan (CWPP).
Ed Keith said that about once a year a CWPP is updated and brought before the
Board; they try to update them all about every five years.
Alison Green stated this is the third version of this Plan. They have to make
sure they are advising and working towards improvements. They changed the
base map since the original map was before the City was incorporated. More
structures and land in outlying areas have been included.
The action plan is now broken into several goals, and this will help set the Plan
apart which s good for grant funding purposes, and highlights the cooperation
going into the Plans. Cohesive strategy shows the cooperation between private,
agency and others.
This allows taking into account infrastructure, schools and others into the rating
areas. This helps with directing outreach and grant funding accordingly. La
Pine Park & Recreation is excited about working with this and getting
volunteers together.
Chair DeBone asked if this could be provided to real estate agents, who should
share this information with new residents. Mr. Keith stated there was an
extensive discussion of the group to figure out how to get the information to
more people, such as the Chamber of Commerce and other groups that can
spread the word.
Torn Anderson asked if there was an event within the boundaries of this Plan
that was positively impacted by having the Plan in place. Mr. Keith replied that
the Burgess Road fire happened early in 2012, and had been treated twice in
2005 and 2009. The firefighters mentioned the community was safer because
of this and it made attacking the fire easier for them. This is a good example of
fuel reduction in action. Some communities that were at the top of the risk list
have worked on this over the years, reducing the risk and improving the ratings.
The Healthy Forest Restoration Act requires the federal government use these
Plans as a guide and commit half the funding for this purpose towards this end.
It helps to guide their priorities.

Commissioner Baney asked if there could be a meeting in the future of the
groups that sign the various CWPP's, so the stakeholders could talk more. Mr.
Keith said the next Plan to be update is the Sunriver Plan, and perhaps it could
be done as a group.
