DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 6, 2015
Commissioners'Hearing Room-Administration Building- 1300 NW Wall St, Bend
Present were Commissioners Anthony DeBone and Alan Unger; Commissioner
Tammy Baney was out of the office. Also present were Tom Anderson, County
Administrator; Erik Kropp, Deputy County Administrator; David Doyle and
Laurie Craghead, County Counsel; Chris Doty, Road Department; Nick Lelack
and Matt Martin, Community Development; Anna Johnson, Communications; and
representatives of Healthy Beginnings. No representatives of the media were
present.
Chair DeBone opened the meeting at 10:00 a.m.

3. Before the Board was the Reading of a Proclamation Declaring April 12
through 18 the Week of the Young Child in Deschutes County.

Holly Remer, Executive Director, and Angela Saraceno, both of Healthy
Beginnings, said this is the 12th year for this Proclamation. Awareness has
grown but there are still hurdles to overcome for young children. Early
childhood development is critical to the rest of the child's life. Each dollar
invested in early childhood can bring back as much as $9 saved in future costs
to the community.
Commissioner Unger stated he has been involved with this group for a long
time, and is glad they have doubled the number of screenings conducted. Most
of it involves educating the parents. He commended them for all the hard work
they have done for years.
Ms. Remer said that it is a community effort that includes a lot of volunteers
and support. Most parents really don't know what to do or what to watch for.
Chair DeBone noted that it helps to assist families in this way, and it is very
valuable work. Ms. Saraceno said that most of their funding is through
donations.
Chair DeBone read the Proclamation at this time.

4. Before the Board was the Reading of a Proclamation Declaring April
National County Government Month.
Anna Johnson provided an overview of the Proclamation. This year the
emphasis is on road infrastructure. Chris Doty said that the Road Department
maintains 900 miles of roads in the County, which computes to 2 trips across
the State. The rural and farm economy, freight, and tourism depend on the
roads.
Chair DeBone clarified that these roads are those that are not part of the ODOT
system or within the cities.

Tom Anderson stated that some residents say that they don't need the County
roads because they stay within their city, but the County is also responsible for
public health, the jail, elections, solid waste, 911 and much more. The County
provides critical services to all in the County. The National Association of
Counties puts out a lot of information in this regard, and it will be displayed in
the lobby at 1300 NW Wall St. Roads are very important, but there are a lot of
services provided overall by the County.
Commissioner Unger added that counties do connect the State. They have to
work together to connect systems. Deschutes works heavily with Crook and
Jefferson counties to benefit the region.
Commissioner Unger read the Proclamation at this time.

5. Before the Board was Consideration of Board Signature of Document No.
2015-217, Findings and Decision regarding the Denial of an Application for
Historic Designation of a Portion of COID's Pilot Butte Canal in the SR-2.5
Zone.
Matt Martin stated that this is the written decision based on the Board's March 25
direction to staff. The timing component and the ownership interest of COLD
were the basis for the decision, as well as this application's potential effect on
another application that came in earlier.

Good morning Commissioners. For the record I am the DC Public
Communications Coordinator Anna Johnson. Road Department
Director Chris Doty joins me.
April is National County Government Month and this year's theme
is transportation and infrastructure services. So, we thought we'd
do a light Road Department overview for residents here and at
home. I've placed a proclamation before you declaring this month
National County Government Month in Deschutes County.
National County Government Month is celebrated each April by
the nation's counties to raise public awareness and understanding
about the roles and responsibilities of county government.
County governments are responsible for the fundamental building
blocks for healthy, safe and vibrant communities. Nationwide, we
all invest more than $100 billion each year in transportation,
broadband services, water systems and public facilities. County
transportation and infrastructure are vital to boosting economic
competitiveness, moving our food efficiently and maintaining a
strong national defense.
For the benefit of our County residents, I'd like to have Chris tell
you more about our local Road Department services:

WHEREAS, the nation's 3,069 counties serving more than 300 million Americans provide essential
services to create healthy, safe, vibrant and economically resilient communities; and
WHEREAS, counties move America forward by building infrastructure, maintaining roads and
bridges, providing health care, administering justice, keeping communities safe, running elections,
managing solid waste, keeping records and much more; and
WHEREAS, Deschutes County and all counties take pride in their responsibility to protect and
enhance the health, welfare and safety of its residents in efficient and cost-effective ways; and
WHEREAS, in order to remain healthy, vibrant, safe, and economically competitive, America's
counties provide transportation and infrastructure services that play a key role in everything from
