1. Quarterly Meeting with Deschutes County Commissioners
A. Welcome and Introduction
The joint meeting of the Sisters City Council and Deschutes County Commissioners was called to
order at 8:13 a.m. by Mayor Boyd and Commissioner Baney. Introductions were made and
Mayor Boyd welcomed County staff and visitors.
B. Connect V Grants
Commissioner Baney stated she was an appointed member of the Oregon Transportation
Commission(OTC)which allocates legislative dollars for Connect Oregon V projects. She stated
37 projects had been identified for funding but recently one project had gone awry and there was
the potential that those funds might become available. She explained the OTC did not have a
process for re-allocating funds and would be discussing the matter at its November 2151 meeting.
She stated her preference was to have the Super Area Commission of Transportation(ACT)
determine how to allocate the funds since other projects on the list had not been appropriately
vetted. She noted Benny Benson and Hobbs Magaret were great community advocates for Sisters
and the Sisters Airport.
Commissioner Unger stated he was a member of the Central Oregon Area Commission on
Transportation(COACT)and there had been a great deal of discussion on how funds should be
allocated between the different modes of transportation in the region. He stated what the Sisters
Airport project would bring to the table was a public/private partnership which the State and
Transportation Commission were supporting. He stated the key was lifting the Sisters Airport

project up higher on the list by highlighting the value it brings not only to Sisters and the region
but to the entire state. Commissioner Baney's concern was the airport project had not been
judged with the same criteria as other projects and in her opinion a larger conversation was
necessary from a policy standpoint. Commissioner Unger added the Oregon Transportation
Forum would be bringing recommendations to the legislature on how to solve the State's
transportation funding shortfall and a public/private partnership such as the airport project would
be one way to leverage what state funding was available.
Mayor Boyd requested the City be kept updated and to let the Council know if letters of advocacy
were needed. Sisters Airport President Benny Benson expressed his appreciation for the
attention given to his project and stressed there were several other important projects that were
valuable to the County as a whole as well.
C. School Based Health Care Program
Deschutes County School Based Health Center Supervisor Linda Webb discussed the medical
and dental services available to children, from birth to high school that the health center provided.
Mayor Boyd asked what type of outreach was used to ensure families were aware of the services
available. Ms. Webb replied Family Access Network(FAN)advocates were aware of the
services provided, there was word of mouth from those already using the services and in January,
an ad campaign to promote the center would begin. Councilor Holzman suggested reaching out
to the Sisters Park and Recreation District (SPRD) as well as area pre-school.
Ms. Webb explained there were five clinics throughout Deschutes County and services in Sisters
were provided by Advantage Dental and St. Charles Health Care. She stated behavioral health
services were also available and the clinic was working to remove the stigma attached to mental
health care services. She stated children were typically seen on an urgent care basis as opposed to
acting as a primary care provider and that everyone was seen regardless of their ability to pay.
She stated at present there were no services provided to adults as the primary focus was to serve
students initially. Deschutes County Deputy Director for Behavioral Health DeAnn Carr
reported early intervention for mental health and issues of drug or alcohol abuse were vital.
D. Sisters Economic Development Manager Funding
Manager Gorayeb stated through its fiscal management, the City could sustain funding of the
Economic Development Manager position but would like to continue its partnership with the
County in funding the position. Commissioner DeBone stated the County was also supportive of
the partnership and the investment seemed to be working favorably but with the annual budget
process, the ability of the County to contribute needed to be considered on a year to year basis. He
stated he felt it would be beneficial to work towards a public/private partnership with
sustainability. Councilor Asson stated he felt the City had made some major inroads on
economic development and businesses were taking note of those successes.

Deschutes County Administration Tom Anderson reported that all economic development
investment was through lottery revenue received as mandated by the State. He stated each year
Economic Development of Central Oregon(EDCO)prepared a proposal to the County and the
County asked EDCO to prioritize its proposal. He noted the County would not know the amount
it had available until next spring and unfortunately lottery dollars amounts were decreasing at
present due to the need for the State to update its lottery machines. He explained those costs were
coming out of the revenue derived from the program.
Mayor Boyd explained the City was currently looking into a forgivable loan program and it would
best be able to leverage the program with support from the County. Commissioner Unger replied
the County had four cities to consider and eventually the program in Sisters would need to be self-
sustaining. Mayor Boyd noted it was easier for cities like Bend and Redmond that had a much
larger tax base too draw from. Commissioner Baney suggested having the EDCO representative
attend the next joint workshop so the matter could be discussed further.
E. Other Business
• Manager Gorayeb thanked the County for the services it provides that the City could not
otherwise provide such as work crews, chip sealing crews and weed abatement spraying.
• Manager Gorayeb reported the City had applied to the Oregon Parks and Recreation
Department(OPRD) for a grant to build a bike/pedestrian path out to the airport but the
project had not been chosen. He requested the Commissioners to let the City know of any
alternative funding sources it might know of. Mr. Benson added that he had 20 plus
employees that would use the path as a means of commuting as well as a number of
Community Garden members that would take advantage of the path also.
• Sisters Chamber of Commerce Executive Director Judy Trego thanked the
Commissioners for the$1500 grant for technology upgrades. She stated it allowed the
Chamber to use those funds for marketing and visitor center needs. Manager Gorayeb
added the City was also investing in upgrades to the Chamber of Commerce building.
• Commissioner Baney reported 70%of the additional revenue received from the increase
to transient room tax(TRT)was going towards marketing and enhancement of the
fairgrounds and EXPO Center and the other 30%was going towards essential public safety
services.
• Commissioner Unger suggested if the community was interested in having the trail from
Black Butte Ranch to Sisters built, the City should partner with the Forest Service.
Commissioner DeBone stated it would provide great economic potential and Mayor
Boyd agreed it would benefit both communities. Manager Gorayeb added it would not
just be a transportation trail that provided a safer means of travel, it would provide a
beautiful scenic trail.
• Sisters Airport Manager Hobbs Magaret circled back to the Connect Oregon V grant
and stated if the City was in favor of it he had drafted a letter to the OTC supporting the
project that could be signed and submitted from the Council. Mayor Boyd requested Mr.

Magaret work with Commissioner Baney on the appropriate wording and bring the letter
back to the Council for approval.
• Dave Doyle was introduced as the Commissioners new legal counsel.
F. Adjourn Joint Meeting
Mayor Boyd and Commissioner Baney adjourned the joint portion of the workshop at 9:08 a.m.
Mayor Boyd thanked the County Commissions and County staff for attending.

3. Other Business
• Finance Officer Fujita-Conrads continues to work on the transient vendors,public events
and temporary business license updates.
• Manager Gorayeb reported he had contacted Bill Martin from the Oregon Department of
Transportation(ODOT) and asked for a specific date as to when the City could expect the
light posts to be fixed.
• Staff continues to work with Deschutes County on speed signs to post on the edges of
town.
• Manager Gorayeb reported 35 stop signs were replaced earlier in the week.
• Adam Sussman,the City's water right consultant continues to work on a water rights
analysis report which will be presented to the Council upon completion.
• Water and sewer rates will also be discussed after the report from Mr. Sussman is
reviewed.
• Work on updating the website and providing meeting recordings on-line continues.
The meeting was adjourned at 9:30 a.m.
