Mayor Endicott called the workshop to order at 6:30 p.m.
UNGER BUILDING REMODEL
Deschutes County Property and Facilities Director Susan Ross provided an update on the remodel of the
Unger Building. During the remodel, Justice Court will move to Glacier Place, Parole and Probation will
move to First Street off of Veterans Way, and Juvenile Justice will move into the Antler Avenue Building.
Ms. Ross walked through the floor plans. Mobilization is estimated to begin in February 2015.
Deschutes County Administrator Tom Anderson announced that the County has decided not to pursue a
North County Campus and will put the Design Center on the market.
ANTLER HEALTH BUILDING SERVICES
Deschutes County Clinical Supervisor Kevin Shaw explained that the Antler Building houses one fully
staffed adult treatment team and one fully staffed child and family treatment team. The Access
Department does assessments three days a week. Mr. Shaw commented that they are establishing
community partnerships with Best Care Treatment Services, Mosaic Medical, etc. The facility now has
nine full-time employees with several rotating part-time staff.
City Manager Keith Witcosky provided an update on the Evergreen School rehabilitation project.
OTHER BUSINESS
Mr.Witcosky shared an update on the large lot industrial lands south of the Deschutes County
Fairgrounds.
The Redmond Rod and Gun Club have found a new location.
Deschutes County Attorney Dave Doyle shared his professional background with the Council.

Mr.Anderson commented that the 911 Strategic Plan is close to being completed and will soon refine the
design of the communications equipment. Mr.Anderson noted that ongoing financial support will be
requested via levy in order to maintain the equipment. 911 is willing to take the lead; however, all
countywide agencies will be asked to help market and promote the levy. Mayor Endicott opined that the
state legislature needs to permanently earmark 911 funds.
Mr.Anderson announced that due to the high cost to operate the program, property taxes will no longer
be accepted at banks.
There being no further business the workshop was adjourned at 7:13 p.m.
