MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 4, 2015
Present were Commissioners Anthony DeBone, Tammy Raney and Alan Unger.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; and David Doyle, County Counsel. Also present was Ted
Shorack, representing The Bulletin.
Chair DeBone opened the meeting at 1:30 p.m.
1. Executive Session under ORS 192.660(2)(h), pending or threatened
litigation.
The executive session began at 1:30 and ended at 2:10.
2. Other Items.
Mr. Anderson confirmed the breakfast with the Oregon Department of Forestry
and other individuals and agencies will be June 2 at 8 a.m. This is the fire and
emergency responder's pre-fire season meeting. The tentative location is the
MAC in the Sheriffs Office.

Mr. Anderson stated that Wednesday is the jail tour, with a regular inspection
checklist plus the Grand Jury component. The Commissioners would prefer to
meet at the jail rather than take the bus from the D.A.'s office due to some
conflicting meetings. Commissioner Unger needs to be at another meeting at
11:30 a.m.
David Doyle then explained that he has been informed that the Commissioners
can't attend the tour with the Grand Jury due to it being closed to the media.
Apparently, the District Attorney did not realize this. The Board can tour back
to back the same morning if desired; or reschedule the regular inspection of the
adult jail.
Mr. Anderson called Sheriff Blanton to see if they could tour at a different time
the same day. The Board only needs to tour the adult jail. This was
rescheduled to Thursday, May 7 at 9 a.m.
It was pointed out that Goal 11 meetings have begun, with input from a variety
of citizens, some of whom are not satisfied with what is being done or
proposed. It will take some time to reach consensus.
Mr. Anderson stated that Peter Gutowsky provided an e-mail with information
on the last meeting. He added that it is not really the County's meeting; the
citizens, LCDC and DEQ are the main parties involved in deciding how and
when to move forward. There is still a lot of misunderstanding, and some
people may resist change of any kind.
Commissioner Baney asked how the County funds provided to Sunriver for the
sewer system expansion study were utilized. Mr. Anderson said there was a
spreadsheet showing the project and the funds combined from a variety of
sources. There was an intergovernmental agreement or an MOU that should
show some of the details.
Being no other items discussed, the meeting was adjourned at 2:20 p.m.

At least once per year, per ORS 162.135, a grand jury"shall inquire into the condition and
management of every correctional facility and youth correctional facility in the county." I've
conferred with Captain Shane Nelson, Ken Hales, and the grand juror coordinator in my office,
and we selected May 6th or 20th are the best days for the adult and juvenile jail visit. We would
love to have you and one or more County Commissioners join the grand jurors for the tour
portion of their inquiry (after the tour the grand jurors meet to discuss the tour and to develop
their report--this will occur in private).
