DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 4, 2015
Commissioners'Hearing Room-Administration Building- 1300 NW Wall St.,Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Erik Kropp, Deputy County Administrator; David Doyle, County
Counsel; Wayne Lowry, Jeanine Faria and Teri Maerki, and six other individuals
from Finance; and two other citizens. No representatives of the media were
present.
Chair DeBone opened the meeting at 10:00 a.m.

2. CITIZEN INPUT
Citizen William Kuhn suggested a text amendment regarding declaratory
rulings having a timeframe. Two years ago a declaratory ruling was applied for
and took a year to move through the process. A decision was made and then
appealed. The appeal has still not moved forward because the party who made
the appeal asked for a postponement. That leaves the other party, him, in
limbo. This is not right and not fair. He wants to refinance his home and this is
causing him over $200 a month in extra interest.

He requested a direct meeting with the other party, which took place a few
weeks ago. He asked them to move forward. They said they would, but have
not yet done so. He feels this text amendment would be appropriate not only
for his situation but perhaps others.
3. Before the Board was a Presentation of Awards from the Government
Finance Officers Association for the 2014 Comprehensive Annual
Financial Report (CAFR) and for the Fiscal Year 2014-15 Deschutes
County Budget.
Wayne Lowry introduced Roger Dawes, the GFOA representative and.
controller for Washington County; and. Finance employees Jeanine Faria and
Teri Maerki.
Mr. Lowry said that the County participates in two different organizations.
They have received awards for both. Mr. Dawes said he is part of the Oregon
Y p g
Government Finance Officers Association (OGFOA), which has about 500
members from cities, counties, schools and other associated industries. It was
instituted to promote excellence in financial management with set goals.
OGFOA conducts training and other events including individual certifications.
GFOA has 18,000 members in the U.S. and Canada, and provides a variety of
ways for finance professionals to enhance their work and professional
development.
The distinguished budget award was established in 1984, needs to be of the
highest quality. There are 27 criteria, and the document has to be determined
proficient or outstanding by the committee. There are only 51 recipients in
Oregon and eight of those are counties. This is the 7th consecutive year that
Deschutes County has received this award. He recognized Teri Maerki for this
work.
The CAFR award was established in 1945 to encourage counties to go beyond
the minimum requirements and prepare budgets that are transparent and at the
highest quality comparable at the national level. The requirements are 79 pages
long with over 500 requirements. They have to comply with all. There are 112
recipients in Oregon with 15 of them being counties. This is the 14th year that
Deschutes County has received this award. He recognized Jeanine Faria for this
work.

He acknowledged that it takes a team, Finance staff and others, and the Board
of Commissioner and Administrator, to make this happen.
Commission Unger is proud of the caliber of work done in the County.
Commissioner Baney said that sometimes people say that government is not
transparent or understood, but they work hard to make sure it is transparent and
easy for the average person to understand. Chair DeBone added that the
budgets are living documents that change with policy choices, and he is glad
they have a good team in place.
Tom Anderson said that it is sometimes easy to take things for granted, but the
number of counties that receive the awards shows that this is not automatic and
it takes a lot of hard work and talent from staff. He added that Teri Maerki is
retiring but working on the new system in the meantime. He is confident that
others can take this over and do the work as well into the future.

Payable Vouchers for Deschutes County in the Amount of$433,724.74.
Mr. Anderson said that this included was a bill relating to printing ballots for
the May election. A work group has been formed to prepare a system to
transfer DMV information to elections. This will probably not be in place until
the primary election next year.

Chicago--The Government Finance Officers Association of the United States and Canada(GFOA)
is pleased to announce that Deschutes County,Oregon has received the GFOA's Distinguished
Budget Presentation Award for its budget.
The award represents a significant achievement by the entity. It reflects the commitment of the
governing body and staff to meeting the highest principles of governmental budgeting. In order to
receive the budget award,the entity had to satisfy nationally recognized guidelines for effective
budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
• a policy document
• a financial plan
• an operations guide
• a communications device
Budget documents must be rated"proficient"in all four categories,and the fourteen mandatory
criteria within those categories,to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity,a Certificate of Recognition
for Budget Presentation is also presented to the individual or department designated as being
primarily responsible for its having achieved the award. This has been presented to Finance
Department
For budgets beginning in 2013,. 1,424 participants received the Award. Award recipients have
pioneered efforts to improve the quality of budgeting and provide an excellent example for other
governments throughout North America.
The Government Finance Officers Association is a major professional association servicing the needs
of more than 18,000 appointed and elected local,state,and provincial-level government officials and
other finance practitioners, It provides top quality publications,training programs,services,and
products designed to enhance the skills and performance of those responsible for government finance
policy and management. The association is headquartered in Chicago,Illinois,with offices in
Washington D.C. The GFOA's Distinguished Budget Presentation Awards Program is the only
national awards program in governmental budgeting.
