MINUTES OF BUDGET MEETING --JUSTICE COURT
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MAY 27, 2015

Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Mike Maier, Clay Higuchi and Bruce Barrett, Budget
Committee; Wayne Lowry and Loni Burk, Finance; and Judge Charles Fadeley
and Jodi Stacy, Justice Court.
Meeting minutes were taken by Bonnie Baker.
Chair Bruce Barrett opened the meeting at 4:25 p.m.
Judge Fadeley said they are starting to see a lot more revenue than previously. The
projection is $450,000 but he feels this is conservative. Most of the increase is due
to citations through Redmond Police Department, where patrol has increased.
He said that the FTE level would stay the same.
Jodi Stacy said that they hoped for legislative changes regarding small claims
cases. Small claims are difficult in Circuit Court, and if Justice Court can handle
these at a higher fee, it will make a big difference. Mediation is required and this
eliminates a large percentage of the cases. Central Oregon Mediation handles most
of the cases. State funding is a pass-through and most of the mediators are
volunteers.
Mr. Maier asked about the increase in the I.T. costs. Ms. Stacy stated that they are
helping with the transition to new software. This cost will go down next year. Mr.
Maier asked about building rental costs. Judge Fadeley said this is controlled by
the County. They are no longer in the Unger Building, so are in temporary space
until they can move into the new City Hall. They pay $12,000 a month for the
south County space as well.

Judge Fadeley said an account number on page 53 needs to change, under extra
help. They will move the $1,000 from overtime to extra help, and give his pro tern
staff$120 an hour. They work about 40 hours per year but need to be paid what
others in the same field get.
The challenge has historically been revenue, and this has greatly improved.
Another challenge is getting an increase in fees to cut down the number of trials.
At this point, it costs nothing to go to trial, and a small fee may make some people
think twice about pursuing this option. There has to be a 2/3 consensus in the
legislature for this to happen. AOC is helping with this.
They have updated the webpage including forms and the ability for people to pay.
Mr. Maier asked if they could charge for mediation. Judge Fadeley does not know,
but will examine this if the legislative fix does not work.
Being no further discussion, the session ended at 4:45 p.m.
