MINUTES OF BUDGET MEETING— SERVICE DISTRICTS
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, MAY 26, 2015
Allen Room, Deschutes Services Building
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Mike Maier, Clay Higuchi and Bruce Barrett, Budget
Committee; and Wayne Lowry and Loni Burk, Finance.
Meeting minutes were taken by Sharon Ross, Administrative Assistant—BOCC.
Chair of Budget Committee Bruce Barrett opened the meeting at 9:02 a.m.
Election of Chair:
Committee Member Mike Maier, supported by Committee Member Clay Higuchi,
made motion to re-elect Bruce Barrett as Budget Committee Chair. The motion
was carried.
Approval of Minutes from the January 2015 Budget Committee Meeting
Finance Director Lowry noted the minutes from the January 28, 2015 Budget
Committee Meeting have previously been approved by the Board of County
Commissioners, and asked the Committee if there were any further discussions or
suggestions for correction. Hearing none, the Committee was in favor of approval.
Sunriver Library County Service District
Chair Barrett opened the public meeting for the Sunriver Library County Service
District.
Finance Director Lowry pointed out the summary form on page 385 in the
Proposed Program Budget book, section 13. Mr. Lowry noted this is the last year
of this service. County Administrator Tom Anderson asked for clarification on
page 291 in the Proposed Program Budget book on the last year of the debt service.
Mr. Lowry will review that line item.

BANEY: Move approval of the Sunriver Library County Service District budget
of$100,130 and set the levy amount at $89,979.
MAIER: Second
The motion was unanimously approved.
Chair Barrett closed the Sunriver Library County Service District budget meeting
at this time.
Sunriver County Service District
Chair Barrett opened the public meeting for the Sunriver Service District.
Also attending this portion of the Budget Meeting was Sunriver Service District
Committee Members Bob Wrightson, Jim Wilson, and Mike Gocke.
Mr. Gocke reported the levy rate is to stay the same and the union contracts have
not changed. The only change is relative to some capital items. The budget
includes $500,000 — $600,000 for an ambulance training facility and police
vehicles. There is also a need for replacing a fire engine at approximately
$600,000, but the District is working on the details and using the resources and
reserves for equipment replacement. Most of the budget is for personnel.
Discussion was held on the reserves and funding balances. Questions were raised
on the staffing levels at the Police Department where the line item in the proposed
budget shows no officers in the department. An adjustment will be made to that
line item.
BANEY: Move approval of the Sunriver Service District operating budget of
$6,519,445 and set tax rate at $3.3100 per $1,000 of assessed valuation.
UNGER: Second
The motion was unanimously approved.
BANEY: Move approval of the Sunriver Service District Reserve budget of
$1,442,695.
UNGER: Second
The motion was unanimously approved.

Black Butte Ranch County Service District
Chair Barrett opened the public meeting for the Black Butte Ranch County Service
District.
Also attending this portion of the budget meeting from the Black Butte Ranch
Service District were Chief Denney Kelley and Dave Sullivan.
The levy approval will extend another five years. The budget is fiscally
conservative. The narrative in the proposed budget will be corrected because it
notes the intention of the five-year levy and since that is in place, it can be restated.
Discussion was held on expenditures and on PERS.
UNGER: Move approval of the Black Butte Ranch County Service District
budget of$1,887,652 and set tax rate at $1.0499 per $1,000 of
assessed valuation.
BANEY: Second
The motion was unanimously approved.
UNGER: Move approval of setting the Black Butte Ranch County Service
District local option operating tax rate at $.55 per $1,000 of assessed
valuation.
BANEY: Second
The motion was unanimously approved.
Chair Barrett closed the Black Butte Ranch Service District budget meeting at this
time.
Deschutes County Extension and 4H Service District
Chair Barrett opened the public meeting for the Deschutes County Extension and.
41-1 Service District.
Also attending this portion of the budget meeting were District members Joe Cross,
Katrina Van Dis, Gayle Hoagland; and Candi Bothum, County Leader for 4H, and
Dana Martin, Regional Administrator.

Ms. Bothum gave an update on personnel and reviewed the organizational chart.
Suggestions were made to revise the organizational chart to show the separation
between OSU staff and. Deschutes County Extension/4H staff, and the appropriate
budgets. The landscape project is nearly complete. The District is in the process
of reviewing funds for a possible addition to the building to include classrooms and
a commercial kitchen.
DEBONE: Move approval of the Deschutes County Extension & 4H County
Service District operating budget of$683,883 and set tax rate at
$.0224 per $1,000 of assessed valuation.
UNGER: Second
The motion was unanimously approved.
DEBONE: Move approval of the Deschutes County Extension & 41-1 County
Service District Reserve budget of$460,500.
BANEY: Second
The motion was unanimously approved.
Chair Barrett closed the Deschutes County Extension and 4H budget meeting at
this time.
Being no further discussion, the session ended at 9:50 a.m.
