Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Mike Maier, Clay Higuchi and Bruce Barrett, Budget Committee; Wayne Lowry and Loni Burk, Finance. Meeting minutes were taken by Sharon Ross, Administrative Assistant—BOCC. g Y Chair Barrett reconvened the Deschutes County Budget meeting at 9:03 a.m. and opened the public hearing. FAIR & EXPO CENTER: Present at this portion of the budget meeting was Fair & Expo Director Dan Despotopulos and Fair Board Member Cheryl Davidson. Mr. Despotopulos reviewed the budget for the Fair & Expo Center. He noted the RV Park opened in 2007 and discussion was held on the positive activities with the RV Park. The debt for the RV Park will be paid in full in the year 2027. Discussion occurred regarding possible expansion plans of the RV Park land. Suggestions were made for a partnership with the City of Redmond's golf course and the RV Park for tourism packages. In terms of staffing changes, one staff person has retired and one position was posted that will be hired by July 1. The Fair & Expo took over food and beverage services in September, and has been profitable. Discussion was held on the agreements with outside caterers that work with Fair & Expo's food and beverage manager to coordinate events. They currently have annual contracts with the three catering groups: Tate & Tate, Country Catering, and the VFW. The funds received from the addition to the transient room tax allows them to do more promoting and advertising. Discussion occurred on marketing efforts. In July, a video will be filmed during all five days of the fair, and will feature the fairgrounds and room tax partners such as Eagle Crest and Black Butte Ranch. The video will air in the fall. The groups discussed the musical acts happening during the fair. Discussion was held on storage at the fairgrounds, upcoming events, and potential marketing strategies. Mr. Despotopulos complimented Finance staff on the budget process. ASSESSOR: Present at this portion of the budget meeting was County Assessor Scot Langton, who reported the proposed budget includes two additional staff. The group discussed department staffing levels and the needs of the County in terms of workload. Mr. Langton explained the impacts of new constructions and assessed values, and discussion occurred regarding staffing levels during the boom and the recession. The Department also has a fifteen-year commercial appraiser and a chief appraiser of thirty-six years retiring, proving the need of two replacement staff. He is proposing the reorganizing of the department, which was not reflected at the time the proposed budget book was printed.
