MINUTES OF BUDGET MEETING— ELECTED OFFICIALS SURVEY
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, MAY 27, 2015

Present were Commissioners Anthony DeBone and Tammy Baney; Tom Anderson,
County Administrator; Erik Kropp, Deputy County Administrator; Mike Maier,
Clay Higuchi and Bruce Barrett, Budget Committee; Ed Keith, Forester; and
Wayne Lowry and Loni Burk, Finance. No representatives of the media were
present.
Meeting minutes were taken by Bonnie Baker.
Chair Bruce Barrett opened the meeting at 12:20 p.m.
Erik Kropp referred to a handout showing salary data from other agencies. Page 2
shows percentiles; page 3 shows the annual compensation. The remaining pages
show each position in detail. These differ between the various agencies.
A few years ago, a match for deferred compensation was offered to the elected
officials. One year the COLA was declined. The Committee needs to determine
whether they want the elected officials at the 50th or 75th percentile, or otherwise.
Mr. Barrett stated that they want to be at least at the 50th percentile. There is no
way of knowing what the other counties will determine for the coming fiscal year.
Mr. Barrett said that the Assessor's compensation is below the median. Mike
Maier stated that he feels 3% is appropriate. Mr. Kropp said some years ago the
County Budget Committee adopted a philosophy of being at the 75th percentile.
The Clerk's josition is in the same situation but it would take a lot larger jump to
reach the 75 percentile. Mr. Barrett wondered how they got so far behind. Mr.
Higuchi suggested dropping off the highest and lowest comparables.

Mr. Kropp said there is a State portion for the District Attorney, plus the County's.
The Treasurer is also the Finance Director.
Using the same philosophy, it was decided that the Assessor should be at 1.5%
higher, the Clerk at 6% higher, the Commissioners 3% higher, the District
Attorney 1% higher for the County's portion of his compensation, and the others
would remain the same.
Mr. Kropp said that the Sheriff's position is required to be higher than others in the
Department, but there is no problem with this now. There was last year, as the
differential was less. The Captains do not get deferred compensation; only the
elected officials get this, along with whatever was agreed upon in the contracts for
the Administrator and County Counsel. At this point, there is no Undersheriff.
Mr. Maier said he wants to stay on an identifiable path with solid backup. He has
no problem justifying this process. Mr. Anderson agreed; this is defensible and a
thorough process. Mr. Higuchi wants to be sure it is fair to the individuals
involved, but feels the data is helpful.
Mr. Anderson stated that a salary and compensation survey is being arranged since
one has not been done for years. This will be done for each position at the County.
This has never been done for elected officials. Mr. Maier suggested that perhaps
that could be considered. Mr. Kropp noted that the contractor will ask about the
compensation philosophy for elected officials. Mr. Anderson stated that regular
positions have written job descriptions and minimum qualifications; the elected
officials do not necessarily have the same situation.
MAIER: Move approval of the salary adjustments as discussed.
BARRETT: Second.
The motion was unanimously approved.
The question was raised as to whether to continue existing `add pays', which are
longevity amounts for every five years of service, for the elected officials.
MAIER: Move approval; and this should apply to the new Sheriff.
HIGUCHI: Second.
The motion was unanimously approved.
