MONDAY, JUNE 15, 2015
Commissioners'Hearing Room-Administration Building- 1300 NW Wall St.,Bend
Present were Commissioners Alan Unger and Tammy Baney; Commissioner
Anthony DeBone was out of the office. Also present were Tom Anderson, County
Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County
Counsel; Christina Partain and Wayne Lowry, Finance; Randy Scheid, Community
Development; James Lewis, Property & Facilities; Laurie Smith, Risk
Management; and one other citizen. No representatives of the media were present.
Vice Chair Unger opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Signature of Document No. 2015-
386, an Exchange Agreement with the Oregon Department of State Lands
regarding County-owned Property in Redmond.

James Lewis said work has been done on this issue for years. The proposed
agreement addresses property values and a sequence of events for the actual
exchange of land. Involved are approximately 800 County acres for about 140
State acres south of Fairgrounds. The approval relies on appraisals, including
infrastructure development. The piece the County would obtain would be
rezoned and added to the Redmond UGB.
After the values are established, they can then work towards making the
exchange of equal value. Either party could add cash to make this happen.
The appraisals will be done this summer; the Department of State Lands will
handle the rezoning of their property and extending infrastructure to that parcel.
This will ultimately conclude by September 2016.
Commissioner Baney stated they have been working on this for some time.
Commissioner Unger said it is part of a bigger process to add needed large lot
industrial lands in Redmond.

4. Before the Board was a Public Hearing and Consideration of Board
Signature of Resolution No. 2015-054, Adopting the FY 2015-16 Fee
Schedule for Deschutes County.
Vice Chair Unger opened the hearing. Christine Partain explained the process
and the fee schedule. There were a few minor changes in the Community
Development portion; the State requested these changes, regarding descriptions
and deleting a couple of fees. The hearing was noticed and no one has asked to
review the schedule or fees. She read the changes being made.
Randy Scheid, building official, said this is statute-driven and they are required
to provide consistency throughout the State.
No public input was offered, so the hearing was closed.
