Sheriff Blanton started the meeting by thanking everyone for taking time from their busy
schedules to meet with the members of the sheriff's office.
Detective Lieutenant Tim Leak introduced himself and outlined the format of the meeting.
Over the next 1 .5 hours, Lt. Leak walked everyone through a murder investigation.
In addition, the Board of County Commissioners, County Administrator and Deputy County
Administrator were taken in the MAC individually to try their skills at using the Range 3000.
The Range 3000 is a firearms simulator which uses realistic and effective training tools for
interactive use-of-force scenarios.
Detective Lieutenant Leak described the 2013 murder of Mrs. Betty Loeffler from La Pine.
Background:
On Monday January 28, 2013 at 8:00 a.m. Deschutes County 911 Dispatch received a report
of a deceased female on Old Mill Rd. in La Pine.
Deschutes County Sheriff's Deputies found Betty Loeffler deceased on the back porch of the
residence from an apparent gunshot wound. Investigation by Sheriff's Office Detectives
revealed the incident was a domestic dispute, and the victim's husband, Lawrence Loeffler,
was taken into custody at the scene.
BOCC PERFORMANCE MANAGEMENT MEETING
Lawrence Loeffler was booked into the Deschutes County Jail on a charge of Murder. In
September 2013, the 86-year-old Loeffler was convicted of murder and sentenced to life in
prison. He died in a state prison facility in December 2013.
Taking the group through each step of the murder investigation, Det. Lt. Leak started with the
actual 911 call from Mr. Loeffler on January 28, 2013.
Det. Lt. Leak then described the steps taken for a possible murder scene:
- Patrol's response
- Detectives investigation including search warrant
- Detective assignments
- Importance of photos
- Crime scene log
- Witness and or victim statements
- Other people living in the home
- Miranda rights
- Excited Utterances
- Notifications
- Autopsy in Portland
- Completing reports
- Meeting with family members
The meeting adjourned at 10:35 a.m.
