MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JULY 1, 2015
Commissioners' Hearing Room-Administration Building- 1300 NW Wall St., Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; David Doyle, County
Counsel; Chris Doty and George Kolb, Road; and Timm Schimke, Solid Waste.
No representatives of the media were in attendance.
Chair DeBone opened the meeting at 10:00 a.m.

Chair DeBone said there was a full room when Shane Nelson was sworn in as
the new Deschutes County Sheriff. It is felt he will do a very good job.
3. Before the Board was Consideration of Board Signature of Resolution No.
2015-085, Establishing Solid Waste Disposal Fee Waivers for Fiscal Year
2015-16.

Timm Schimke gave an overview of the fee waiver policy for organizations that
are in the business of reselling used goods. This helps keep material out of the
landfill, and the groups do good work for the community. This year the amount
would increase to raise the amount, which has not been done in years. He does
not know of any other counties that do the same thing, although some will
separate out materials and try to sell them on site, like a giant yard sale.
Commissioner Unger complimented Mr. Schimke on his efforts to help these
organizations and individuals keep the community clean. Mr. Schimke noted
that this is a collective effort also with the garbage franchises. It is not a huge
amount of money but makes a big difference in the community. Commissioner
Baney added that this provides an economy boost as well. Tom Anderson said.
that this also helps with code enforcement efforts, and saves the County money
in other ways. It is money well spent.
Mr. Schimke stated there are a few organizations that exceed their allotment.
They generally have to pay half of the excess, and he works with them to make
sure they are not taking in items that cannot be sold.

4. Before the Board was Consideration of Chair Signature of Document No.
2015-325, a Notice of Intent to Award Contract Letter for the Overlay of
Wilt Road.
George Kolb said the lowest of three bidders did not meet the qualifications as

listed. He spoke with them and pointed out the Code requirements. They will
work on prequalifying through ODOT and will not protest the award.
Mr. Kolb stated that this is somewhat of a special project and more earthwork
will be required in future jobs, beyond the overlay.
Commissioner Unger noted that the bidders are all local and he appreciates this.

2015-411, Amending the Intergovernmental Agreement with ODOT
regarding the Tetherow Road/Deschutes River Bridge Replacement
Project.
Mr. Kolb stated that the amendment addresses ODOT funding for preliminary
engineering, which was not available when the project was first considered.
These funds are now available, and there is a County match. There will be one
more agreement in which ODOT will purchase the right of way.
