Also present were Torn Anderson, county Administrator; David Doyle, County Counsel; Wayne Lowry and Loni Burk, Finance; Ed Keith, Forester; and a media representative from KTVZ TV. Chair DeBone opened the meeting at 10:00 a.m. P g 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT 3. Before the Board was Consideration of Board Signature of Resolution No. 2015-082, Declaring a State of Emergency and Imposing Public Use Restrictions on All Unprotected Wildlands within Unincorporated Deschutes County, including All Lands Owned by Deschutes County. Board of Commissioners' Business Meeting Agenda Monday, June 22, 2015 Page 1 of 8 Ed Keith gave an overview of the Resolution, which was enacted last year for the first time. This year fuels are even drier than last year, at a ten-year record high. Other agencies have enacted their regulations regarding public use of lands. Fire danger will be extreme by the end of the week. The Sheriff's Office is the emergency responder for these lands and it helps the Sheriff get the word out as to appropriate use of unprotected and County-owned lands. He referred to a map showing the lands, which contains more detail. It is available to the public through the County website. It would go into effect upon signature and would expire on October 15, 2015. The County language mirrors that of the Oregon Department of Forestry. Commissioner Baney asked if there should be a conversation with the cities regarding this issue. Mr. Keith said the cities have a much quicker response time, but it does make sense to have fewer fires occur. BANEY: Move signature of Resolution No. 2015-082. UNGER: Second. VOTE: BANEY: Yes. Before the Board was a Public Hearing and Consideration of Approval of Resolution No. 2015-073, Adopting the Budget; Levying Ad Valorem Taxes and Making Appropriations for Deschutes County for Fiscal Year 2015-16. Vice Chair Unger opened the public hearing. Tom Anderson stated that after the week of Budget Committee meetings, some changes were made. This expands the budget to deal with expanded needs in the community. Some personnel will be added to address this. The only exception to this is there is no additional revenue except the Sheriffs Office's increase in the levy to handle the jail; and the 911 budget is predicated on expanded staff and adding capacity to finish the major radio system upgrade. This depends on the passage of a levy in May 2016. This revenue is not included in the budget but some of the increased expenses are addressed. Minutes of Board of Commissioners' Business Meeting Monday, June 22, 2015 Page 2 of 8 Wayne Lowry said that the budget process began in January 2015 when departments submitted their requests. The budget process was completed in late May. The Budget Committee made some changes, such as expanded hours at Knott Landfill on a seasonal basis; 16.3 FTE's added overall and 5 FTE's for 911 to fill staffing shortfalls. The budget includes the PERS fund but this is being conserved due to changes at the State level. The biggest change was the JRP grant for Corrections since it is now annual instead of biennial. There were some high profile capital improvement projects including Skyliners Road, the Unger Building remodel and a start on the Alfalfa Market Road roundabout. This will be the last year of the Sunriver Service District Library budget. The Board has the authority to make budget changes up to 10%, but he does not recommend this. Vice Chair Unger said that with the experienced Budget Committee, it was thoroughly vetted. Commissioner Baney said she feels staffing will be at the appropriate level, and it is a good balance between funding and services. She is pleased with the team. Before the Board was a Public Hearing and Consideration of Board Signature of Resolution No. 2015-074, Adopting the Budget; Levying Ad Valorem Taxes and Making Appropriations for the Countywide Law Enforcement District #1 for Fiscal Year 2015-16. Mr. Lowry said this includes the 7 cent increase. Vice Chair Unger said this is the first increase since it was enacted in 2006. This will help with the operation of the expanded jail. Mr. Anderson stated that these employees were part of a program working for both agencies, but they are truly employees of the State at this point. The employees and both agencies are supportive.
