MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 29, 2015
Commissioners'Hearing Room-Administration Building- 1300 NW Wall St., Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; David Doyle, County
Counsel; Deevy Holcomb, Juvenile Community Corrections; Andrea Perkins, Tax
Department; Rick Silbaugh, 911; and media representative Ted Shorack of The
Bulletin.
Chair DeBone opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Board Signature of Document No.
2015-419, an Intergovernmental Agreement for State Funding of Juvenile
Crime Prevention Basic Services and Oregon Youth Authority Diversion
Services for the 2015-17 Biennium.

Deevy Holcomb gave an overview of the item. This is the standard biennial
allocation with a small increase this time. The funds are spent for basic
services and diversion from the Oregon Youth Authority.
Commissioner Baney asked how much goes toward medical expenses. Since
healthcare dollars are changing, she wondered if this will be impacted. Ms.
Holcomb stated that there are restrictions if the youth are in custody. It runs
about $80,000 per year.

4. Before the Board was Consideration of Board Signature of Document No.
2015-412, an Intergovernmental Agreement Transferring Ownership of the
Sheriff's Office's Radio System to the 911 County Service District
Rick Silbaugh said the Sheriff stepped up to work on transferring the system
into one governance and consolidating to save costs. This is part of the process
to move to new radio systems as required and to include all partner agencies
and others.

5. Before the Board was Consideration of Board Signature of Order No.
2015-031, Canceling Uncollectible Personal Property Taxes of$40,121.07.
Andrea Perkins explained that this relates to taxes on personal property that
cannot be collected for a variety of reasons.

6. Before the Board was Consideration of Board Signature of Document No.
2015-412, an Intergovernmental Agreement Transferring Ownership of the
Sheriff's Office's Radio System to the 911 County Service District.
Mr. Silbaugh said this is under 911, as the Governing Body.

7. Before the Board was Consideration of Board Signature of Document No.
2015-431, an Intergovernmental Agreement with the Oregon Department
of Transportation regarding Use of the 911 Radio Tower.
Mr. Silbaugh indicated this is one of the first steps in the overall partnership,
with ODOT using part of the 911 radio tower. There is no rental for the first
year, and they will do an in-kind arrangement with the State and others, to save
money for both. Those who have their own towers have kept them, so those
will be shared as appropriate. This year will be a learning experience.
