DESCHUTES COUNTY BOARD OF COMMISSIONERS

Commissioners'Hearing Room-Administration Building- 1300 NW Wall St.,Bend
Present were Commissioners Alan Unger and Tammy Baney; Commissioner
Anthony DeBone was out of the office. Also present were Tom Anderson, County
Administrator; David Doyle, County Counsel; Matt Martin and Cynthia Smidt,
Community Development; Scot Langton, Assessor; and approximately twenty other
citizens. No representatives of the media were present.
Vice Chair Unger opened the meeting at 10:00 a.m.

Cheryl Howard explained that BPAC has expanded to 13 members from 9,
including a new person from La Pine. They are stretched handling all they do
as an advisory committee to a variety of agencies, plus events and other
activities. (See attached handouts.)
They also recognized two long-term members who have retired from the
committee. Jim Stone of Sunriver has been a part of the group since 2008, and
helped greatly with the development of improvements in south County. Matt
Martin, a County employee,joined BPAC in 2006 and is a strong pedestrian
advocate, working in collaboration with various agencies and groups.
She started with the Safe Sidewalk awards, which is often considered a seasonal
opportunity, but also has to do with snow, landscaping or other potential
obstructions.
The awards within the City of Bend were:
Cascade Business News City of Bend, Facilities & Accessibility
Cascade Disposal Deschutes Public Library (all locations)
Old Mill District Management Premier Woodworks
Bend Metro Park & Recreation Sidelines Sports Bar
In Sunriver: Sunriver Owners Association
In Sisters: Pony Express - Cowgirls and Indians
No nominations were received for businesses within the cities of La Pine or
Redmond.
The Big Chainring Award for a public agency went to the City of Sisters. The
award for an individual went to Bob Haas, retired County employee, who
worked hard to have a bike aid station installed along one of the County's major
cycling routes. Mr. Haas said there were others very involved in this effort that
should also be recognized.
The Peter Hanson Memorial Award went to Phyllis Lewis, who is a member of
several organizations dedicated to improving bicycling and pedestrian
improvements in the area. She also led efforts that resulted in Sisters being
recognized nationally as a cycling and pedestrian friendly community.
Commissioner Unger stated that there are a lot of County employees who are
very involved in cycling and similar efforts.

Commissioner Unger thanked the group for its efforts and passion for this work.
Commissioner Baney noted that volunteerism enriches the community. She is
happy that there is more investment now in transportation modes other than
vehicles. They need to make sure residents and tourists are supported in this way.
Ann Marlind of the Sisters Trail Alliance thanked the Board of Commissioners
for its support of these efforts. It could not be done without this.
Commissioner Unger noted the continued growth of the area, the lifestyle and
the importance of tourism that benefits from the group.work of this

Businesses Recognized June 24 with Safe Sidewalk Awards
This year, nine Deschutes County businesses have been nominated by local residents for providing
customers and pedestrians with a debris and hazard-free environment. On June 24, these
businesses will receive Safe Sidewalk Awards from the Deschutes County Bicycle and Pedestrian
Advisory Committee (BPAC).
Each year, the awards serve as a positive reminder to businesses that promptly removing snow and
ice from sidewalks helps ensure the safety of pedestrians and attracts customers. Along with the
snow and ice of winter, there are many other hazards that are present year-round that need attention
like low hanging vegetation, irrigation overspray, and deteriorating sidewalks. All of these conditions
can create challenging a n d often dangerous conditions on commercial sidewalks.
The Safe Sidewalk Awards will be presented at the Deschutes County Board of Commissioners
Business Meeting held on Wednesday, June 24 at 10:00 a.m. The meeting will be held in the Barnes
and Sawyer Rooms (first floor) of the Deschutes County Services Center at 1300 NW Wall Street in
Bend.

Chainring Awards Given to Agency and Individuals June 24
The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) has selected the 2015 Big
Chainring Award recipients. Phyllis Lewis, Bob Haas, and the City of Sisters will be recognized on June
24 for their contributions to pedestrian and bicycle friendly environments in Deschutes County.
The awards will be presented at the Deschutes County Board of Commissioners Business Meeting on
Wednesday, June 24 at
10:00 a.m. The meeting will be held in the Barnes and Sawyer rooms of the Deschutes County
Services Center at 1300 NW Wall Street in Bend.
Big Chainring Awards have been awarded annually to honor individuals, businesses,

and public agencies that have made significant contributions in support of better bicycling and walking
in Central Oregon.
This year's winners include:
Peter Hanson Memorial Award
Phyllis Lewis
Phyllis Lewis has provided tireless dedication as a volunteer promoting bicycle and pedestrian
improvements through service as a member of the Sisters Trail Alliance Board of Directors, City of
Sisters Parks Advisory Board, and the Deschutes County Bicycle and Pedestrian Advisory
Committee. In these roles she has been instrumental in development of many projects that have
improved bicycling and pedestrian facilities in Sisters County and throughout Deschutes County. She
also led efforts that received national recognition of Sisters as a cycling and pedestrian friendly
community. Phyllis exemplifies how that dedication will lead to a more pedestrian and bicycle friendly
environment to benefit all members of the community.
Big Chainring Award for Individual
Bob Haas
Bob Haas led a citizen initiated and funded effort to install a bike aide station along White Rock Loop,
one of Deschutes County's major cycling routes and part of the Twin Bridges State Scenic
Bikeway. This project serves as a testament to his leadership and commitment to advancing a
positive experience for a broad cross-section of cyclist in the region.

Big Chainring Award for Public Agency
City of Sisters
The City of Sisters has bold plans for improving bicycle and pedestrian facilities and a dedicated and
hardworking city administration that went a long way towards fulfilling those plans in the last
year. The City has completed projects including a major renovation of the downtown core, expansion
of bikeways, a new park, national recognition for pedestrian improvements, completed ADA sidewalk
ramps and citizen input on future goals. These improvements to cycling and walking environments
will enhance the livability of the community for residents and visitors alike.

On one night in cities around the world, cyclists gather annually to ride in silence to raise
awareness of cyclists' right to ride on the road and to honor the fallen cyclists no longer with us. Its
a rally that advocates for the living friends and family of victims, as well as a celebration of those
who incorporated the bicycle into their lifestyle. We ride slowly (12 MPH) and silently in hope to
end the tragedy on our roads.
You are part of a wave of growth for The Ride Of Silence, as we strive to embrace the world,
realizing the same bicyclists' rights problems extends far beyond our own streets. If we can band
the cyclists of the world together, we hope that we can affect change in our immediate
neighborhoods. With each person's and location's help, one person at a time, one location at a
time, we can make a change. It helps us realize we ARE making an impact, we do matter, and
people will see it.
This is an important date for your community. Cherish it. Through its people, your town has taken a
giant step in the right direction toward cyclist safety. As you probably do, we see this as a very
significant event, if only because it is held worldwide on the same day, at the same time. But more
so, because it remembers those lost doing what is a legal right.
