DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 27, 2015
Commissioners' Hearing Room-Administration Building- 1300 NW Wall St., Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Torn Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, County Counsel; and one other citizen. No
representatives of the media were in attendance.
Chair DeBone opened the meeting at 10:00 a.m.

Before the Board was Consideration of Approval of the Consent Agenda.
Commissioner Baney would like to remove the minutes until she has time to
review them. She indicated they could be approved at the afternoon work
session.

SERVICE DISTRICT
7. Before the Board was Consideration of First and Second Readings, by Title
Only, and Adoption by Emergency, of Ordinance No. 2015-008,
Authorizing the Sunriver Service District Managing Board to Serve as the
District's Local Contract Review Board.
David Doyle provided an overview of the item. The Sunriver Service District
Board would like to act as its own local Contract Review Board to simplify the
process. The emergency clause allows them to act sooner.

Chair DeBone opened the public hearing. Being no input offered, he closed the
hearing.
Commissioner Baney asked if someone challenged one of their contracts, could
the Board be named as well. Mr. Doyle stated the Commissioners are the
ultimate decision-making body in any case. They have their own counsel for
review of contracts. Commissioner Unger stated this was originally put into
place in 2003, but they have a mature board and should be able to handle this on
their own. Mr. Doyle said an ordinance is statutorily required.
