Also present were Torn Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and one other citizen. No representatives of the media were in attendance. Chair DeBone opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. Before the Board was Consideration of Approval of the Consent Agenda. Commissioner Baney would like to remove the minutes until she has time to review them. She indicated they could be approved at the afternoon work session. Chair Signature of Document No. 2015-512, Joint Escrow Instructions for Recording the Amended Improvement Agreement for the Phase V Plat of the Tetherow Destination Resort 6. Approval of Minutes: • Business Meeting of July 8 and 20, 2015 • Work Session of July 6 and 22, 2015 • Department Update for Finance, April 22, 2015; Clerk, July 2, 2015; and Solid Waste, July 15, 2015 • Legislative Update Meetings of April 7 and 21; May 5 and 18; June 2, 23 and 30, 2015 CONVENED AS THE GOVERNING BODY OF THE SUNRIVER SERVICE DISTRICT 7. Before the Board was Consideration of First and Second Readings, by Title Only, and Adoption by Emergency, of Ordinance No. 2015-008, Authorizing the Sunriver Service District Managing Board to Serve as the District's Local Contract Review Board. David Doyle provided an overview of the item. The Sunriver Service District Board would like to act as its own local Contract Review Board to simplify the process. Being no input offered, he closed the hearing. Commissioner Baney asked if someone challenged one of their contracts, could the Board be named as well. Mr. Doyle stated the Commissioners are the ultimate decision-making body in any case. They have their own counsel for review of contracts. Commissioner Unger stated this was originally put into place in 2003, but they have a mature board and should be able to handle this on their own. Mr. Doyle said an ordinance is statutorily required.
