Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; Ed Keith, County Forester Judith Ure, Administration; three representatives of the Humane Society of Central Oregon; and one other citizen. There were no representatives of the media in attendance. Chair DeBone opened the meeting at 1:30 p.m. 1. Update from Humane Society of Central Oregon. Sabrina Slusser spoke about activities occurring at the shelter. One requirement for them per the American Veterinary Association was to increase the amount of space per cat, which they are doing now. They are open admission and take in animals from all over central Oregon. There is a grand opening next month for the remodeled cattery. Commissioner Baney asked if the cats are confined in cages. Ms. Slusser said. they confine groups that come together and others are caged separately. They evaluate medical and behavioral issues that way, and it is the only way to keep them healthy. In March, they started a behavior program to address dog issues. They have hired a certified behaviorist to handle this. The thrift store is doing well, and they are meeting revenue projections. They plan to have the building paid off by 2018. The organization is healthy financially, with a rainy day fund of about $5 million. They are building up these funds to work through future challenges. Christa Summers said she is pleased to have Sabrina on board, as HSCO is important to the community. David White stated that he is fairly new with the board and is impressed how they are structured financially. Commissioner Unger asked about the Teater Trust, which is meant for both humane societies. Ms. Slusser said that they are on a schedule to receive this funding, with the final distribution in 2021. They have not counted on this as a major revenue source. Whatever they receive will be used to buy down debt to pay off the building or to purchase new equipment. They also need to redesign their clinic and the dog area per American Veterinary Association requirements. Tom Anderson asked if they are getting fewer animals. Ms. Slusser said they are, but they get returns of cats (about 24% compared to 12%) and dogs higher than the national average. They are trying to have enough availability of dogs and puppies to keep people interested. Any smaller dogs they bring in from other areas typically are adopted quickly. They usually do this on a quarterly basis. They work with Oregon Humane, which will accept smaller dogs that are not doing well here. Mr. White added that they are planning to do other things during the down times. The behaviorist team will work on dogs that are otherwise hard to place. Chair DeBone asked if there are contracts with other agencies. Ms. Slusser stated that they do not have agreements with the other counties. They are currently looking into a cat hoarding situation in Jefferson County now, with no funding resources attached, which makes it difficult. Commissioner Unger asked what could be done better. Ms. Slusser stated that in the past year communications are becoming better with the Sheriff's Office. In terms of other humane agencies, they are not necessarily great partners. Mr. Anderson stated that there is no joint meeting with Sunriver Homeowners' Association at this time, but there are a couple of documents that need approval. Instead, Ed Keith is meeting with the SROA to get the CWPP and a fuels reduction grant signed. Mr. Keith said the original was written in 2005 and needs to be updated. This has gone through review of the Fire Department, Police Department and others. The revisions are minor but there is more language about cohesive strategy and firewise communities. The risk assessment has improved, in large part because shake roofs are being eliminated. The USFS has done extensive fuels treatment around Sunriver as well. Chair DeBone asked about the current extent of fire danger there. Mr. Keith feels that many positive steps have been taken and it is very much improved over what it was twenty years ago. Commissioner Unger asked about the boundaries of the CWPP. Mr. Keith stated that much was based on fire department maps, and beyond that the federal lands. Mr. Keith said they have applied for and received a grant, which will pay for about 1/3 of fuels reduction costs in Sunriver. He said another opportunity has come along for grant funding for the weed program, with a matching share from the property owners. This has been a successful program. It is through the Forest Service but is administered by COIC. The Board is supportive of this. Mr. Keith said they respond as they would to a Code enforcement complaint. It is a balancing act regarding time and manpower. Commissioner Baney asked if leaving a note in a mailbox would be advisable. Mr. Anderson stated that it is important to be consistent. Chair DeBone does not want to make this become all-consuming. Mr. Anderson noted that they could do a letter to property owners within a specific area where it is an issue. He suggested that perhaps the Weed Board could handle some of this; do more community outreach and education. Citizen Lori Nickeson stated that she is president of Mt. Bachelor Kennel Club, and asked the Board if they can revisit the language on the dog barking ordinance. If the responding officer is not dog-friendly, one bark can be an issue. Crook and Marion counties have this written more specifically and talks about due diligence of the complainant. Commissioner Baney stated she did review this with someone and gave it to the Sheriff's Office legal counsel. The Captain feels the training is the important part. Ms. Nickeson stated that she has not been contacted by the Sheriff's Office. Chair DeBone said the best place to start is with the Sheriff's Office so they can get community input direct. Commissioner Baney suggested the Kennel Club coordinate a meeting with law enforcement to work on this. Ms. Nickeson stated that the City is designated dog friendly, and she feels the County could do much the same. Mr. Anderson advised that the County cannot control what happens within the cities. Commissioner Baney stated that a good start would be with the Sheriff's Office. One man who does training went through a lot of effort in this regard. Chair DeBone asked to be kept advised of their progress. Commissioner Unger said he spoke with Brad Felton regarding the Skyline Forest group and the landowner. The federal government has a land and water conservation fund, which is set to expire. It has been used to rehabilitate the Skyline Forest, and Bend Park & Recreation has been using those funds for various projects. It needs to be reauthorized in October. This would be a letter to the Congressional delegation in Washington DC. DEBONE: Chair votes yes. Chair DeBone said the Chamber of Commerce wants a date for the state of the county in Sunriver/La Pine. They proposed October 16. Commissioner Baney is gone much of that week. Chair DeBone will try to find an appropriate date. Regarding the HB 3400 opt out, David Doyle asked if the Board has a decision date. Commissioner Unger has some questions as to whether there are things that can be done through land use. Commissioner Baney feels some are self- serving; and with regulation, some are going to be negatively affected. The non-EFU properties can be regulated. Mr. Doyle said that they cannot regulate anything on EFU unless they opt out. If you opt out at any level, any tax revenue they might get will not be available. It is a retail tax and after July 2017, there may not be any retail operations in the County. Commissioner Baney stated that most crops are not processed on site but elsewhere. Industrial areas are more logical for processing due to better fire coverage, traffic issues, etc. Chair DeBone said that OLCC is struggling with this also, and maybe could speak to the issue. Commissioner Baney noted that the City of Bend met with the OLCC and there is information to share. The OLCC will not be ready until the end of the year. She does not want the County to be the support group for the City of Bend's benefit. The Board feels it will be prepared to deliberate and possibly decide at the Monday business meeting.
